    Description

    The City of Tampa is seeking proposals for the supply and/or development, operations, and management of affordable rental housing for HOME-ARP II qualifying populations. Award funds will be made available by the City to the successful proposers at below-market interest rate loans for the acquisition, rehabilitation, and/or construction and related operations and management costs of HOME-ARP II rental housing projects for qualifying populations and other eligible beneficiaries. Qualified proposers who are non-profit or for-profit developers who can demonstrate their ability to supply, acquire, rehabilitate, and/or construct, and operate and manage affordable housing developments for people experiencing homelessness, and/or other Qualifying Populations are encouraged to submit a proposal in response to this RFP.

    Background

    The aim of this project is to add to the City's available affordable housing inventory. Preference will be given to projects involving new construction on vacant land, conversion of commercial space to residential, or rehabilitation of uninhabitable housing. The City requires that HOME-ARP II project funds be used to primarily benefit individuals and families in specified Qualifying Populations, including but not limited to Homeless, At Risk of Homelessness, Fleeing Domestic Violence, and Low Income households.

      Proposer’s overall approach and methodology to supply, operate, and manage affordable housing units pursuant to The City of Tampa’s Consolidated Plan.

    • BUDGET (15 pts)

      Proposer’s detailed budgeted costs and income projection plan (proforma) for its proposed HOME-ARP/HOME Project and affordable housing units.

    • QUALIFICATIONS AND EXPERIENCE DEVELOPING HOME-ARP/HOME PROJECTS (20 pts)

      Proposer’s demonstrated qualifications and experience successfully supplying, completing, operating, and managing federally funded affordable housing rental Projects as set forth herein.

    • PROJECT SCHEDULE (20 pts)

      Proposer’s Project supply, completion, and ready for occupancy schedule 

    • PROJECT DESIGN AND SITE LOCATION (10 pts)

      Proposer’s affordable housing units, green building design, and site location near transit.

      HOME-ARP/HOME Projects that propose to restrict at least thirty percent (30%) of rental housing for Qualifying Populations for Homeless Individuals/Households, as described in this RFP, shall be eligible to receive ten (10) preference points.

      No Successful Proposer shall assign the contract or any rights or obligations thereunder without the written consent of the City.  The Successful Proposer shall be required to perform with its own forces at least fifty-one (51) percent of the work, unless prior written consent to subcontract a greater percentage of the work first obtained by the City.   In the event of such approved subcontracting, the Successful Proposer agrees to provide the City with written documentation relative to the Subcontractor(s) solicited, or that will be employed in this award, including but not limited to submittal of attached the following Schedule of Sub-Contracting Forms:

      • Schedule of Sub-Contractors/Consultants/Suppliers to be Utilized - DMI 20

      Subcontractor shall be defined as a business enterprise, firm, partnership, corporation, consultant, or combination thereof having a direct contract with a prime contractor for any portion of the advertised work that is awarded by the owner/owner's representative.

      Supplier shall be defined as a business enterprise that either directly contracts with a Prime Contractor/Consultant or directly contracts with a Subcontractor under such Prime Contractor/Consultant to provide materials, supplies or equipment in connection with a Contract awarded by the owner/owner representative. A Supplier may be a regular dealer, distributor, or manufacturer.

    Questions & Answers

    Q (awards and amounts): How many awards is the City planning to make? How much can one project likely receive in an award? What are the potential terms on the UW of the loan? Is there a forgiveness period planned for the funds?

    A: The number of awards depends on the number of applications and quality of applications received. There isn't a max award for any project, however it cannot exceed the total allotted HOME and HOME ARP amounts. There isn't a forgiveness period for the funding as the city is looking for long term affordability for these potential units. The potential terms are normally a zero percent interest silent 2nd loan.


    Q (Davis bacon): Will there be Davis-Bacon and section 3 requirements with an award of these funds?

    A: Yes both Davis- Bacon and Section 3 will be required if the award amount exceed the governmental requirements. Davis-Bacon is triggered when HOME funds are used for projects with 12 or more units. It applies to construction, alteration, or repair. Section 3 applies when HOME funding for the project exceeds $200,000.00


    Q (HOME vs HOME ARP): How much of the $2.6m is coming from the HOME investment partnership and how much is from the HOME-ARP? How will the City determine which project receives funds from either source?

    A: HOME ARP is approximately 1.2 million and HOME is approximately 1.3 million. The proposals should request the funding source(s) as HOME ARP is geared more towards homelessness.


    Q (Unit mix): The RFP states that 10% of the units must be 2-3br. What if the project has 10% of the units are 4br. Will that be acceptable to comply with that condition?

    A: That would depend on the mix of the other units.


    Q (NFP eligible only?): Can the City confirm that for-profit developers may apply as the lead entity and receive funding awards under this RFP without a nonprofit co-applicant, and whether a nonprofit partner is required or preferred for award consideration?

    A: For profit organizations are welcome to apply for funding.
