The HOME Investment Partnership Program (HOME) is a federally funded program administered by the U.S. Department of Housing and Urban Development (HUD). The program is designed to strengthen public-private partnerships and expand the supply of decent, safe, sanitary, and affordable housing for very-low- and low-income households.
The Stanislaus County HOME Consortium (Consortium) currently administers HOME funds on behalf of all the geographic areas within the Consortium, which includes the Stanislaus Urban County and the City of Turlock. The Urban County includes the cities of Ceres, Hughson, Newman, Oakdale, Patterson, Riverbank, Waterford, and the unincorporated areas of Stanislaus County.
Effective July 1, 2023, Stanislaus County became the lead entity for the Consortium and is responsible for administering the HOME funds on behalf of the Consortium members. Prior to July 1, 2023, the City of Turlock served as the lead entity for the former City of Turlock/Stanislaus Urban County HOME Consortium.
The City of Turlock continues to be responsible for any unexpended HOME funds and program income associated with projects funded under the former Consortium structure and remains responsible for ensuring ongoing compliance with applicable HOME Program requirements for those activities.
