HOME Funding for Affordable Housing Development

The City of Turlock invites applications to submit proposals for funding under the U.S. Department of Housing and Urban Development's HOME Investment Partnership (HOME) Program. The City anticipates awarding up to $3.4 million, with the potential to make multiple awards. The purpose of this funding is to align with the Turlock/Stanislaus County HOME Consortium's Consolidated Plan to support the development of quality, safe, and affordable housing for very-low- and low-income households in the Consortium area. The HOME Consortium area consist of the Stanislaus Urban County and the City of Turlock. The Urban County consists of the cities of Ceres, Hughson, Newman, Oakdale, Patterson, Riverbank, Waterford, and the unincorporated areas of Stanislaus County.

Background

The HOME Investment Partnership Program (HOME) is a federally funded program administered by the U.S. Department of Housing and Urban Development (HUD). The program is designed to strengthen public-private partnerships and expand the supply of decent, safe, sanitary, and affordable housing for very-low- and low-income households.

The Stanislaus County HOME Consortium (Consortium) currently administers HOME funds on behalf of all the geographic areas within the Consortium, which includes the Stanislaus Urban County and the City of Turlock. The Urban County includes the cities of Ceres, Hughson, Newman, Oakdale, Patterson, Riverbank, Waterford, and the unincorporated areas of Stanislaus County.

Effective July 1, 2023, Stanislaus County became the lead entity for the Consortium and is responsible for administering the HOME funds on behalf of the Consortium members. Prior to July 1, 2023, the City of Turlock served as the lead entity for the former City of Turlock/Stanislaus Urban County HOME Consortium.

The City of Turlock continues to be responsible for any unexpended HOME funds and program income associated with projects funded under the former Consortium structure and remains responsible for ensuring ongoing compliance with applicable HOME Program requirements for those activities.

• Qualifications and Experience (25 pts) —

  Include ability to provide the requested scope of services, recent experience conducting work of similar scope, complexity, and magnitude for other public agencies of similar size, references.

• Demonstrated Need and Community Impact (25 pts) —

  Addresses an identified gap in affordable housing within the community and describes how the project will positively impact the community

• Timeline and Workplan (25 pts) —

  Clearly identifies project milestones and schedule, identifies potential risks and mitigation factors, has clear performance measures, demonstrated knowledge of applicable laws and regulations for funding.

• Project Budget (25 pts) —

  Proposal demonstrates financial commitments covering development costs. Long-term sustainability shown through pro-forma and operating costs. Costs are appropriate and reasonable.
