Specifically, this program seeks to assist eligible homeowners with financial assistance to support rehabilitation opportunities. The City is looking to administer a Housing Rehabilitation Program that will include loans and grants for emergency repair, mobile home repair, minor repair for smaller repairs and accessibility needs, major repair, turf replacement, and facade improvements. b. Target Population: The City seeks to administer a rehabilitation program that will provide homeowners with opportunities to make necessary improvements to their home. c. Program Participant Requirements: Financial assistance would be limited to income-qualified lower-income households earning less than 80% of Area Median Income (AMI) adjusted for household size. Applicants to this program will be required to verify ownership of the unit and submit required income documents. d. Funding Sources: City funding will come from various funding sources (CDBG, HOME, PLHA, and City General Funds). e. Annual Funding Commitment: City will dedicate funding of $1,000,000± to the program. f. Target Loan Amount per Recipient: Recipient financial assistance will vary based on need, but will not exceed $75,000 per funded recipient. g. Local Priority: To the extent allowable under Fair Housing Law, the City seeks to prioritize assistance to households currently living and/or working in the City. Further priorities for veterans, seniors, or other priority groups may be considered. h. Implementation Schedule: The City seeks to implement the program in Winter 2026, with some Rehabilitation awardees transacted by Spring 2027. i. Reporting Requirements & Data Sharing: The City will work with Consultant to establish the necessary data to be collected, collated, and reported to City in support of management and program compliance needs related to funding sources. All data collected by Consultants (including data on program participants not selected for financial assistance) will be considered the property of the City of Lancaster, and City will require that Consultant follow all City document retention guidelines. j. Key Documents Requiring City Approval: The City will require Consultant to submit and receive City approval on all key program documents, including but not limited to: affirmative action marketing plan and marketing collaterals; Rehabilitation education materials and/or presentations; Rehabilitation application scoring sheet; property inspection forms & procedures. k. Other Key Operational Requirements: In addition to any online or distance/virtual programs proposed by Consultant in support of program implementation, Consultant will be expected to conduct educational workshops at physical locations in the City and to provide on-site technical assistance to applicants, as necessary, in support of the Rehabilitation Program. City recognizes that such on-site/in-person work may be cyclically coordinated with the marketing efforts and based on an appropriate scale to achieve program success and is not expected to be an ongoing presence in the City. CONSULTANT AGREES TO: Consultant responses to this RFP shall include a scope of services, associated staffing, and other resources as required to perform the following: a. Administration of Program: The Consultant will administer the City’s Housing Rehabilitation program based on the Program Description provided above. The Program includes all necessary program elements, steps/process, marketing materials, outreach strategy, application forms, rehabilitation education strategy, form of loan documents, underwriting criteria, record keeping and documentation policies, and ongoing reporting requirements for the proposed program. b. Marketing and Outreach: Consultant shall develop an affirmative action marketing plan to market the Housing Rehabilitation programs to the target audience of qualified homeowners. The Consultant’s plan should include, but not be limited to, print, web-based media, webinars, and community engagement activities. In addition, the Consultant will conduct educational sessions and webinars for lenders and realtors and create a list of approved Lenders qualified to work with the City’s Rehabilitation Program borrowers. Language translation of marketing materials should be considered based on the design of the marketing plan. c. Application Intake: Consultant will be responsible for communicating with potential applicants and instructing them on how to apply for the program. This includes directing the applicant to the website for application and program information. The Consultant will receive and process all applications and review them for accuracy, completeness, and appropriate supporting documents necessary to determine income eligibility. The Consultant will assist applicants who submit incomplete applications by informing them of the information needed to complete the application package. d. Reporting/Monitoring: The individual or firm must maintain a separate file for all applicants, including those who are denied assistance. Files may be periodically monitored by staff for compliance. The individual or firm will be required to provide quarterly program reports and an annual report summarizing the program's progress, along with the required statistical data. e. Other Activities & Meetings: Any such other activities as required to properly administer the program. Must participate in City Council meetings as required.
