Delaware Division of Developmental Disabilities Services (DDDS) provides home and community-based services and supports as an alternative to institutional services to individuals with intellectual and/or developmental disabilities (IDD), including brain injury, autism spectrum disorder, and Prader-Willi Syndrome.Most of DDDS’s services are funded through a Medicaid Home and Community-Based authority. DDDS has continuously operated a 1915 (c) Home and Community Based waiver since 1987.DDDS services are designed to enable the individual to live safely in the community and to respect and support their desire to work or engage in other productive activities.DDDS has established fee for service rates for each service. Rates for home and community based served are computed pursuant to methodologies approved by CMS in the DDDS Lifespan Home and Community Based 1915 (c) Medicaid Waiver.Rates are published for each fiscal year on the DDDS website.Rates are subject to change based on appropriation of funds by the Delaware legislature.Vendors must agree to accept the DDDS rates as a condition for being awarded a contract. No negotiation of rates is permitted.
