    A. BackgroundThe mission of the Division of Public Health is to protect and enhance the health of the people of Delaware. The Division accomplishes its mission by: • working together with others; • addressing issues that affect the health of Delawareans; • keeping track of the State’s health; • promoting positive lifestyles; • responding to critical health issues and disasters; • promoting the availability of health services.The accomplishment of this mission will facilitate the Division in realizing its vision of creating an environment in which people in Delaware can reach their full potential for a healthy life.DPH’s vision is healthy people in healthy communities. DPH values: integrity, respect, participation, accountability, teamwork, excellence. On March 8, 2016 the DPH was awarded national accreditation by the national Public Health Accreditation Board (PHAB). To gauge effectiveness in meeting this mission, we collect data on and monitor many health outcomes and continually engage in activities to improve these health outcomes. Within DPH, is the Emergency Medical Services and Preparedness Section (EMSPS), which is made up of the Office of Emergency Medical Services (OEMS), and the Office of Preparedness. • The Office of Emergency Medical Services’ mission is to assure a comprehensive, effective and efficient statewide emergency medical care delivery system in order to reduce morbidity and mortality rates for the citizens of Delaware. OEMS ensures quality of emergency care services, including trauma and prehospital advanced life support capabilities, through the coordination and evaluation of the emergency medical services system, within available resources. • The Office of Preparedness’ mission is to take the lead and collaborate with partners and the community to develop, implement, and maintain a comprehensive program to prepare for, mitigate, respond to, and recover from public health threats and emergencies. We envision a state where the public’s health is protected from terrorism, natural disasters, infectious disease outbreaks, and other public health threats and emergencies. To assist EMSPS in ensuring that DPH is adequately prepared for all-hazard types of events and/or other emerging/reemerging infectious diseases (EIDs). This shall include an evaluation of preparedness and response capabilities. ii. Ensure that the preparedness and response strategies and capabilities for all-hazard types of events address the roles and responsibilities of DPH, DHSS and state agencies as related to Public Health Emergency planning and response. iii. Conduct exercises with stakeholders and partners in all-hazard types of planning and response scenarios. A minimum of three to four exercises per grant year of various types. iv. To provide a comprehensive review and assessment of all current plans. v. When requested, conduct a training needs assessment for all State Health Operation Center (SHOC) staff, assist in developing a training curriculum and with the delivery of training to support SHOC role training needs.C. Scope of Work/Bidders Requirements: All components listed in Appendix B are mandatory.Please refer to Appendix B for additional details/requirements for the Scope of Services.
