    Description

    The general intent of this scope of work is to assist with the management of Hazard Mitigation Grant Program (HMGP), Federally Funded Subgrant Agreement #H1227; Federal Emergency Management Agency (FEMA) Project 4673-037-R, Escambia County, Multiple Properties, Acquisition, Hurricane Ian. The grant awarded to Escambia County is to acquire and demolish 7 single family residences throughout Escambia County; and provide engineering and environmental services as necessary to develop conceptual plans, design, permitting of stream restoration, water quality enhancements, natural resources restoration, and wetland enhancement to the county wide areas. Design and Grant management team shall demonstrate the lead firm and/or sub-consulting firms have the best qualifications to accommodate this scope of work for contract consideration.

    Background

    The Escambia County, Multiple Properties, Acquisition, Hurricane Ian project was stemmed from the Hurricane Ian Flooding event in 2022. The homes selected for this project were a direct result of flooding during the September 2020 Hurricane Sally Storm Event, and April 29- 30, 2014 storm event, which negatively impacted public and private infrastructure, including approximately 160 homes and private properties.

    The project may include the following components: Property acquisition, demolition of existing residential structures, wetland restoration, and invasive species eradication, reestablishment of riparian buffers, floodplain expansion, and flood stage reduction.
