    Description

    The New York State Office of Children and Family Services (OCFS) is releasing this Invitation for Bids (IFB) to solicit competitive bids for Enhancement Programs for youth at OCFS residential facilities as further detailed in IFB Section 2.0 Specifications. Enhancement Programs are initiatives developed and designed to provide vocational training, recreational services, educational training, or provide services to teach job-related skills to at-risk youth who reside in OCFS residential facilities. The desired outcome of these Enhancement Programs is to build the capacity, knowledge, and skillsets of the at-risk youth participants with hands-on training to help them obtain gainful employment when they are reintegrated back into their communities. Each Enhancement Program will be segregated into separate lots. There will be twelve (12) separate lots identifying the various Enhancement Programs services requested. There are ten (10) OCFS residential facilities that require Enhancement Program services. However, all services described and identified in the activity lots might not be requested at every facility. Please review the OCFS-0910 Bid Sheet Attachment document carefully to ensure you identify which facilities request bids for services. The OCFS Division of Juvenile Justice and Opportunities for Youth (DJJOY) operates the state's residential juvenile justice programs and is issuing this Invitation for Bid (IFB). OCFS seeks contractor to provide Enhancement Programming to the juvenile delinquent youth and youthful offenders residing at Finger Lakes Residential Center, Harriet Tubman Residential Center, Highland Residential Center, Industry Secure Center - Upper Campus, Industry Residential Center – Lower Campus, Taberg Residential Center, Brentwood Residential Center, Brookwood Secure Center, Goshen Secure Center and MacCormick Secure Center. The lowest-cost qualified responders in each lot, for each facility, where services are requested, may be awarded. Please refer to the IFb document for the address of each facility. Youth entering limited secure and non-secure OCFS residential facilities have been adjudicated delinquent by family court, not criminal court, and are placed with OCFS for rehabilitative programming. Most of these youth range in age from fourteen (14) to eighteen (18) years old. Approximately sixty-five (65) percent are African American, twenty-five (25) percent are Hispanic, and about sixty (60) percent of youth are from the New York City area. Secure residential centers are the most controlled and restrictive of the residential programs operated by OCFS, providing intensive programming for the youth population requiring this type of environment. Most youth admitted to secure facilities are sentenced as juvenile or youthful offenders by the adult courts. Youth in secure centers have an extensive history of delinquent behavior and involvement with the juvenile justice system that includes prior out-of-home placements. Requested Activity Lots (bid on one or more of the following at any of the requested facilities): Lot 1 – Music (offered at all facilities) Lot 2 – Graphic Design (offered at Taberg Residential Center only) Lot 3 – Culinary Program (offered at all facilities) Lot 4 – Barbering or Hair Braiding Barbering (offered at Highland, Brookwood, and MacCormick only) Hair Braiding (offered at all facilities besides Brentwood Residential) Lot 5 – Athletics (offered at all facilities) Lot 6 – Art (offered at all facilities) Lot 7 – Pottery (offered at Brookwood Secure Center only) Lot 8 - Yoga (offered at all facilities) Lot 9 - Welding (offered at Brookwood Secure Center only) Lot 10 - Equestrian (offered at Brentwood Residential Center only) Lot 11 - Crochet (offered at all facilities) Lot 12 – Silk Screening (offered at Goshen Residential Center only) Eligible bidders must: Be licensed to do business in the State of New York as evidenced by the NYS Department of State (DOS) Corporation and Business Entity Database, or doing business as an individual, in which case a DOS certification is not required. Have a minimum of three (3) years of experience performing the service for each activity that you propose to deliver for the enhancement program. Have a minimum of one (1) year of experience delivering the enhancement program services for each activity that you are bidding to provide to youth who are 18 and under. Provide at least three (3) references from entities to whom you have delivered the enhancement program services for each activity that you are bidding to provide. At least one reference must be for services provided within the past year Bidders should use the Attachment 2 – References Template and Attachment 3 – Experience Template to document their eligibility. If a bidder is proposing to provide services for multiple activity lots, the bidder should provide Attachment 2 and Attachment 3 for each activity lot being bid on.
