Through this Invitation for Bids (“IFB”), the New York State Department of Health is seeking competitive bids from (a) eligible organization(s) to provide naloxone and fentanyl test strips to the Department’s registered opioid overdose prevention programs. It is the Department’s intent to award one (1) contract from this procurement. A link to this opportunity can be found on the Department of Health website: Invitation for Bids: Naloxone and Fentanyl Strip Overdose Prevention Minimum Qualifications to Bid The Bidder must have a minimum of two (2) years of experience manufacturing, direct shipping, distributing, and tracking a high volume (est. 45,000 per month) of opioid antagonist of the naloxone classification shipments to the requestor; The Bidder must have two (2) years of experience providing a Food and Drug Administration (FDA) approved intranasal naloxone variation 4mg in a 0.1 mL solution or injectable naloxone single use; and The Bidder must have one (1) dedicated contract with a shipping company (examples: United Parcel Service (UPS), Federal Express (FedEx), etc.) to deliver product within 3-5 business days to the DOH registered program locations and provide a tracking number for the product shipment. This includes shipping to residential and business locations. (https://providerdirectory.aidsinstituteny.org) The Bidder must provide documentation such as independent studies or independent lab reports that the fentanyl test strip kits to be provided for use have undergone laboratory study in direct drug testing to have 90% or higher sensitivity and over 88% or higher specificity at a cut-off level of 0.100 mcg/mL. This performance level is seen as achievable in published studies including the following two resources: § An assessment of the limits of detection, sensitivity and specificity of three devices for public health-based drug checking of fentanyl in street-acquired samples - ScienceDirect and § Fentanyl Test Strips for Harm Reduction: A Scoping Review – PMC Documentation that the Bidder’s fentanyl test strip kits meet these standards may rely on previously completed laboratory analyses of the fentanyl test strip product proposed for use. For the purposes of this IFB, a “prime Contractor” is defined as one who, in relation to a given project, job or product, has the contract with the owner of a project or job, or entity procuring the product, and has full responsibility for the successful completion or delivery of the project or job or product pursuant to the terms of the contract. Failure to meet these Minimum Qualifications will result in a Bid being found non-responsive and eliminated from consideration. Bid Submission: The proposal must be received by the Department, no later than the Deadline for Submission of Proposals specified on page 3 of the IFB, Section 1. (Calendar of Events). Late bids will not be considered. A proposal consists of two (2) distinct parts: (1) the Mandatory Bid Requirements and (2) Other Bid Documents. The table below outlines the requested format and volume for submission of each part. Proposals should be submitted in all formats as prescribed below. The proposal must be received electronically by the Department’s email, AIGPU@health.ny.gov via two (2) separate searchable password protected PDF files.
