Bids may be held for ninety (90) days subject to all action by the County. Santa Fe County reserves the right to reject any and all bids in part or in whole. A completed bid package must be submitted in a sealed container indicating the bid title and number along with the bidding firm’s name and address clearly marked on the outside of the container. All bids must be received by 2:00 PM on Tuesday, July 8th, 2025, at the Santa Fe County Purchasing Division located at 102 Grant Avenue, Santa Fe, NM 87501. By submitting a bid for the requested materials and/or services each firm is certifying that their bid is in compliance with the regulations and requirements stated within this IFB. There will be no pre-bid conference. Santa Fe County Public works Publish: May 25th and 26th, 2025 IFB No. 2025-0287-PW/DK 4 BID INSTRUCTIONS The Santa Fe County Public Works Department oversees the construction and maintenance of roadways, trails, and parking lots within the exterior boundaries of Santa Fe County. The County intends to establish a multiple source award, pursuant to Section 13-1-153 NMSA 1978, for On- Call Construction and Maintenance Services. Unit pricing will be established for each category of construction and/or maintenance, with quantities determined on a per-project basis. All applicable laws and ordinances and the rules and regulations of all authorities having jurisdiction over the project shall apply to the Contractor and all agreements between the Contractor and the County. Each Bidder must read and understand the requirements of the IFB. 1. SCOPE OF WORK AND CONTRACT OVERVIEW: This procurement encompasses various construction and maintenance activities for the Santa Fe County Public Works Department. The County intends to establish a County-wide Price Agreement with New Mexico-licensed contractors for on-call roadway, trail, and parking lot construction and maintenance services. Please be advised that bidders are not required to perform all bid items listed in this IFB. Bidders may submit bids for only those items within their capacity and expertise. Scope of Work Work under this agreement may include, but is not limited to: - Construction and/or maintenance of roads, pavement, multi-use trail sections, and parking lots. - Installation and repair of related infrastructure such as stormwater drainage systems, culvert installation, bridge repair, guard rails, bicycle lanes, sidewalks, signage, and pavement markings. Projects will be located throughout Santa Fe County. The Public Works Department will provide, at minimum, a detailed scope of work and/or drawings outlining the requirements for each Project Assignment. These may include specifications for roadways, parking lots, stormwater systems, trails, bicycle and pedestrian facilities, signage, and markings. The Contractor is responsible for verifying all existing conditions, dimensions, and measurements for bidding purposes. Contract Terms - The term of this agreement shall be three (3) years from the date of award. In no event shall the total term of the agreement exceed three (3) years. - Award of this Agreement does not guarantee a specific quantity or dollar value of work. IFB No. 2025-0287-PW/DK 5 - Contractors must employ qualified technical staff capable of performing diagnostic services. - Contractors are responsible for securing all required licenses, permits, and fees necessary to complete the work. This includes compliance with all applicable Local, County, State, and Federal regulations, including Santa Fe County’s Stormwater Pollution Prevention Program and its associated Best Management Practices (BMPs). - The Contractor must ensure reasonable vehicular and pedestrian access to adjoining properties for the duration of the project.
