CITY OF PORTERVILLE, STATE OF CALIFORNIA REQUEST FOR QUALIFICATIONS IMPACT & CONNECTION FEE NEXUS STUDY BID NUMBER: 25/26 – SR2020 The City of Porterville is seeking proposals from qualified individuals and/or firms Development Impact Fee Nexus Study and propose Development Impact Fees (DIF) for the City. The City assesses various development impact fees on new development and redevelopment to help the City pay for the infrastructure that the new development activity will require. The City’s impact fee program must comply with the Mitigation Fee Act (California Government Code Section 66000 et seq., also known as Assembly Bill 1600) and the requirements of Assembly Bill 602, effective January 1, 2022 (as well as any additional applicable legal requirements enacted since). All proposals must be submitted to the attention of Daniel Cervantez, City Engineer, Engineering & Project Management Department, City of Porterville, 291 N Main Street, Porterville, CA 93257, and titled “Impact & Connection Fee Nexus Study for the City of Porterville”. Proposals must be received by Wednesday, May 6, 2026, by 4:00 pm. The City assumes no liability for proposals not received by the time set forth above or for proposals which are incorrectly labeled on the envelope. Proposal forms may be inspected and electronically downloaded at no cost, at the Public Purchase website, www.publicpurchase.com. No copies of said documents will be provided by the City. All addenda and correspondence during the process will be handled electronically through the Public Purchase website. The City hereby affirmatively ensures that Minority Business Enterprises and Disadvantaged Business Enterprise (DBE) will be afforded full opportunity to submit proposals in response to this notice and no firm/individual will be discriminated against on the basis of race, color, national origin, ancestry, handicap, gender, religion or sexual orientation in any consideration leading to the award of contract. No qualified disabled person shall, on the basis of disability, be excluded from participating in, be denied the benefits of, or otherwise be subjected to discrimination under any program or activity leading to the award of contract.
