    In accordance with Section 103D-305, Hawaii Revised Statutes, the State of Hawaii, Department of Agriculture and Biosecurity (HDAB), is seeking proposals from qualified Offerors to provide Program Administration Services to support implementation and administration of a federally funded agricultural producer relief program. Services shall be completed within the twelve (12) month grant contract period. Services include program coordination, development of standardized loss calculation methodologies, application intake support, documentation management, producer communications, implementation of internal controls and review procedures, and reporting support, in coordination with Department staff and other contracted service providers. Refer to the Scope of Work section for the specific services requested. Priority will be given to Offerors with demonstrated experience administering or supporting publicly funded or grant-funded programs serving agricultural producers, including experience with application intake processes, documentation and recordkeeping, coordination across multiple stakeholders, and compliance-oriented program support. Offerors with familiarity with disaster relief programs should note this experience in their proposal. To carry out this effort, HDAB will award a single contract for the provision of two distinct positions: (1) 1.0 FTE Project Coordinator (Project Director equivalent) and (2) 0.5 FTE Grants Officer. The Contractor shall provide personnel to fulfill both roles. These roles shall collectively support program coordination and grants management/compliance functions necessary for day-to-day implementation and administration of the program. The Project Coordinator shall be responsible for overall program coordination and implementation activities, while the Grants Officer shall support compliance, internal controls, eligibility review consistency, and reporting requirements. The Department will retain all programmatic authority, including eligibility determinations, award decisions, and fiscal approvals.
