    Description

    The San Mateo County Sheriff's Office Corrections Division operates two jail facilities, the Maguire Correctional Facility and the Maple Street Correctional Center (MSCC). The Corrections Division also operates the Alternative Sentencing Bureau, which includes the Sheriff’s Work Program, Electronic Monitoring and Work Furlough Programs. Through these three operations, the Corrections Division staff serves the Court, other law enforcement agencies, incarcerated persons, incarcerated person’s families, and crime victims by working collaboratively within the judicial system and the community. Our mission is to protect public safety, reduce incarcerated person recidivism, and improve the quality of life of those we serve by operating safe and secure correctional facilities.

    The Facility’s staff ensures incarcerated persons:

    • appear in court and complete jail sentences
    • are incarcerated in a manner that provides for their medical, nutritional, hygienic, legal, and spiritual needs
    • receive services designed to provide opportunities to improve their lives, both during and after incarceration, in order to reduce recidivism.

    The Sheriff's Office is looking for qualified vendors who can provide a complete Incarcerated Persons Communication System (IPCS) to include:

    • incarcerated persons telephone services in the admissions area and in housing areas.
    • incarcerated persons video communication services (e.g., tablets on the incarcerated person's end), including visitation services, on-site visitation, and privacy booths for attorney, court, and public use, bail proceedings and remote court proceedings,

      Where price is not the sole evaluation factor for a solicitation (e.g., in the case of a "best-value" solicitation), five percent (5%) of the total evaluation points awardable will be added to the proposal score for each Local Business or Local Non-Profit score for evaluation purposes. In the event of a tie between a Local Business or Local Non-Profit and another bidder, the Local Business or Non-Profit shall be awarded the Contract, assuming agreement on other contract terms.

    Q (Hardware): "Please provide the quantities of equipment currently installed (as applicable): a. Inmate telephones b. Visitation phones (connected to the IPCS telephone phone system) c. Cart phones Additionally, please specify the quantities of equipment required in this contract, if different than quantities currently installed. "

    A: Currently there are 48 kiosks on the housing units and 46 in a dedicated visiting area at the Maple Street Correctional Center. There are none at the Maguire Correctional Facility. We are asking that they all be removed. The kiosks on the housing units and in the visiting area will be part of the facility tour.


    Q (Wearables): Will the County please provide the following information regarding the following RFP requirement, “E. Wearables for incarcerated persons (IP) in the medical unit. Wearables will track vitals in real time and provide that information to monitors accessible to medical and correctional staff in the medical unit."" a). How many incarcerated persons within the medical unit are expected to be monitored using wearable devices at any given time? b). Will wearables be required for all medical unit IPs or only for those designated by medical staff (e.g., high-risk or observation status)? c). What type of monitoring interfaces are required (e.g., centralized monitoring station, nurse workstation dashboards, wall-mounted displays, mobile devices)? d). How many monitoring stations are expected within the medical unit? e). Should the proposed wearable monitoring system be scalable for deployment beyond the medical unit (e.g., suicide watch, segregation, or facility-wide monitoring)?

    Q (Service & Commission Rates): Are you being invoiced for any IPCS telephone services provided by the current vendor? If so, please describe.

    A: The county is not invoiced for any of the IPCS telephone services.


    Q (Clarification Questions): After the first round of questions is answered, will the County accept additional questions if clarification is needed for any of the County’s responses?

    A: The county will not be accepting additional questions.


    Q (Site Visit Details): Page 16, section 6.1 of the RFP states a site visit will follow the pre-proposal conference, which is being held via Teams. Can the county please provide the details around the day, time, and other requirements of the site visit(s)?

    A: The site visit will be held on Tuesday, March 24th at 2 p.m. Please meet at the Maple Street Correctional Center located at 1300 Maple Street, Redwood City.     Q (Pre-Proposal Teams Meeting and Site Visit): The RFP mentions that the Pre-Proposal Meeting will be held on Teams. Would the County please clarify where vendors can obtain the meeting information? Additionally, where should vendors meet for the site visit?

    Q (Contract Duration): Section 6.4 on p. 18 of the RFP states, “The agreement shall have a Term of one (3) year.” Please clarify, will the initial term be a 3-year term?

    A: Yes, the initial term will be for three years.


    Q (FCC Pricing): Sections 2.10 – 2.12 beginning on p. 8 require two sets of pricing, both based on old FCC orders. Parameters of the most recent FCC ruling, passed in November 2025, are as follows: • Allows up to $0.02 per minute of revenue generated from incarcerated person calling and video visitation services to be to be shared with the County as a cost recovery payment, while prohibiting commissions on those services • Modifies calling and video visitation rate caps • Eliminates the need to provide itemized pricing for any services, including call recording and monitoring, voice biometrics, transcription, etc. • Sets an effective date of April 6, 2026, by which service providers must be in compliance • Does not regulate tablet streaming content or electronic messaging. Therefore, would the County like to modify Sections 2.10 – 2.12 to reflect these changes?

    A: We will not modify Sections 2.10 through 2.12 because we will be following the FCC guidelines that were set forth in 2024.


    Q (Termination for Convenience): Standard Contract Template Section 5, page 2, provides for termination without cause (i.e., for convenience) by either party with 30 days’ notice. Since services under this contract will be provided at no cost to the County, and we expect to recuperate our capital investment via revenues generated over a three-year contract, will the County agree that “payment for work/services provided prior to termination of the Agreement” in this section would include the unamortized portion of Vendor’s capital investment in this project?

    A: This can be negotiated once a vendor is selected.


    Q (Work Products): Standard Contract Template, Exhibit IP defines “Work Products” as “all materials, tangible or not, created in whatever medium pursuant to this Agreement, including without limitation … specifications, … computer programs, software and … all forms of intellectual property”. The “work products” definition could be construed as in conflict with Section 8.b (p. 3 of Standard Contract Template). Would the County consider revising Exhibit IP to include the following statement: “Attachment/Exhibit IP shall only apply with respect to specifications, computer programs, software and other forms of intellectually property where County has expressly paid for such items.”

    Q (Price Evaluation): The evaluation criteria assign 25 points to “Price.” Of those 25 points, how many points will be allocated to commissions? How many points will be allocated to rates?

    A: The County will not be accepting commissions.


    Q (Privacy Booths): Section 1.1 on RFP p. 2 mentions “privacy booths for attorney, court and public use.” Are any privacy booths in place today? Are they owned by the vendor or the County? For each facility, how many privacy booths, if any, are needed?

    Q (Scope of Work Submission): Regarding Section 3.4: Scope of Work tasks/milestones* in the draft response, Would the County like the format to be answered question-by question? For example, "A. Incarcerated persons telephone services in the admissions area and in housing areas. (Answer)" Or Would the County prefer responses to requirements be condensed and merged into paragraphs?

    A: Either format is acceptable.


    Q (1. Hardware Clarification): The agency's response to Question #1 only provides information regarding kiosk devices. Will the County please confirm that there are no IPCS telephone stations, visitation phones (connected to the phone system) or cart phones installed. If these devices are in fact installed, will the County please the quantity for each item.

    A: Maguire Correctional Facility has 210 phones, 90 of those lines are recorded. Maple Street Correctional Center has 119 phones, 9 of those lines are recorded.


    Q (Services Rates & Commissions): To allow a vendor to present their best possible offer, it is very important to have historical information regarding revenue data for current IPCS telephone services. Will the County please provide copies of Service Usage/Revenue/Commission reports for the past three months for IPCS telephone services?

    Q (Equipment): To ensure a level playing field for all vendors, can the County please confirm that all vendors, including the incumbent, are required to install new equipment, given that, existing video visit booths need to be removed?

    A: All vendors, including the incumbent, will be required to install new equipment to meet the increased demand. Current average IP population is 1,063. Maguire Correctional Facility has 210 phones, 90 of those lines are recorded. Maple Street Correctional Center has 119 phones, 9 of those lines are recorded. There are currently 281 tablets in use between the two facilities. That number will grow to approximately 1,170 tablets so each IP who is housed will have their own tablet while in custody.


    Q (Addendum 2): We have received Addendum 1 and Addendum 3, but we do not see an Addendum 2 available for download from the website. Would the County please provide a copy of Addendum 2?

    Q (Third-Party Applications): Section 2.5 beginning on RFP p. 6 requests integration with third-party applications, such as The Change Companies®, Hoopla and public libraries. In anticipation of a potential partnership, would the County please provide links to these services? This would enable us to collaborate with them directly and to ensure full compliance with the bid requirements throughout the process.

    A: Yes, wristbands.


    Q (No subject): Section 6.3.A states that the County may award the full scope or a specific portion of the requested services and goods, and the RFP also contemplates API-based integration to third-party platforms for transcription, advanced search, and analytics. In light of that language, will the County accept and evaluate proposals for the monitoring, transcription, search, analytics, alerting, and related investigative/intelligence functions as a standalone portion of the scope, where those services are provided through a provider-agnostic platform capable of integrating with any inmate communications provider and other communications sources? If not, please clarify whether the County intends to require that these capabilities be provided solely through the phone provider’s native product suite.

    A: The inmate communications provider can provide the functionality for transcription, advanced search and analytics.  If the inmate communications provider does not have those features in their solution, they must be capable of providing an API to share data with a third party provider.  The County can accept and evaluate proposals for the monitoring, transcription, search, analytics, alerting and related investigative/intelligence functions as a separate scope of work.   Distinguished from above, the inmate communications provider should include the monitor and alert capabilities as it relates to maintenance of their own hardware/software.


    Q (Evaluation Criteria): Section 5 of the RFP identifies the evaluation criteria and corresponding weight/points for Project Approach, Firm Qualifications, Team Qualifications, Price, and Preferential Points. Please clarify: a. How points will be awarded within each evaluation criterion (e.g., whether there is a qualitative rubric or specific sub‑factors considered for each category); and b. Whether there is any further breakdown of points within each criterion (such as separate scoring components within Project Approach or Price).

    A: Project Approach: 0 Not Acceptable Non-responsive, fails to meet RFP specifications. The approach has no probability of success.     Q (Multiple Offers): Will the County accept multiple offers? If so, how will these be evaluated?

    A: The county will not be accepting multiple offers.


    Q (Encryption): Item 2.2.V. “Encryption in transit and at rest (i.e. TLS 1.2 or higher, FIPS 140-2 or FIPS 140-3 validated cryptographic modules).” Would the County please clarify if this pertains to specific technology or all incarcerated persons’ technology?

    A: If the IPCS solution will house any CLETS-derived or CJIS-related data per CA DOJ/DOJ CJIS Security Policy definitions, item 2.2.V. is required. If the IPCS solution will not house any CLETS-derived or CJIS-related data, but will house PII, County requirements regarding cybersecurity must be met. Please refer to and complete the attached Technology Security Assessment for details.


    Q (Mobile Device Management): Item 2.4.A “Tablets must be managed via a mobile device management (MDM) system that allows configuration changes by authorized County staff. This ensures that educational and/or library resources authorized by County Jails can be updated if initial digital eBook source or any other provider ceases business.” Does the County desire to have officer tablets or a different mobile device?

    A: We will need to be able to manage from a desktop application and also from officer tablets.


    Q (FCC Orders): Item 2.12, “a vendor should present its pricing and services, including a proposal with regard to monetary or in-kind site commissions until April 1, 2027 (or any later extension), under the FCC’s June 30 order.” Is the County aware that the October 28, 2025 order overrides the June 30, 2025 order?

    A: Yes, the county is aware and will follow the 2024 rate cap, not the 2025 rate cap.


    Q (Visitation Phones): Does the County currently have visitation phones (i.e. phones that are used for visits made through glass)? If yes, how many?

    A: The county currently uses laminated wristbands and would want wristbands for future use.


    Q (JMS/RMS Provider): Would the County please provide the name of your JMS/RMS provider?

    A: The County uses ATIMS for their JMS.  The County uses Sunridge for their RMS.


    Q (Wearables for Incarcerated Individuals): Regarding E. Wearables for incarcerated persons in the medical unit, how many locations will these be used? How many individual wearables is the County looking for?

    A: Two locations, the medical unit and the intake housing unit. Medical unit 30 and intake housing unit 95 so a total of 125.


    Q (Scope of Work Response): For Section 4.3.5. Scope of Work tasks/milestones, is a point-by-point response to the Scope of Work required with our response? If yes, is the blank provided under Minimum Qualifications, Local Preference Ordinance, and Technical Proposal big enough to accommodate those responses?
