    Description

    The Kenton County Airport Board (“KCAB”) will receive bids for Industrial Cleaning Services. A pre-bid meeting and site visit will be held on Wednesday, March 18, 2026 at 10:00 am at CVG Centre, Admin. Offices, 77 Comair Blvd., Erlanger, KY 41018. Questions are due at 11:59 pm on Monday, March 30, 2026 and answers will be posted no later than Wednesday, April 1, 2026 at 11:59 pm. Bids must be received by Thursday, April 9, 2026 at 2:00 pm. No bids will be accepted after that time unless such date or time is extended pursuant to an addendum issued by KCAB.

     

    Background

    Industrial cleaning of the environmental systems at CVG occurs each year for the items listed in the scope of work section of this ITB and is an integral part of preventative maintenance of the systems. The buildup of sand and grit in the outfalls lead to premature wear and tear on the pumps. The industrial cleaning of the stormwater treatment plant allows KCAB personnel to perform preventative maintenance and repairs to ensure the plant is ready for winter operations. The annual cleaning of the various tanks allows for KCAB personnel to inspect the integrity of the tanks to determine if any repairs are required.

    Evaluation Criteria

    • Bid Bond

      Each proposal must be accompanied by a bid surety in the form of a bid bond, payable to KCAB in the amount of ten percent (10%) of the proposed annual contract amount.  Bonding companies must be rated at least “A” by the latest edition of Best Insurance Reports. Bid surety is forfeited to KCAB if the successful proposer fails to execute a contract within NO VALUE after notification of award of contract.

    • Performance Bond

      The successful proposer shall furnish a performance bond to KCAB by a surety company duly authorized to do business in the Commonwealth of Kentucky in the amount of one hundred percent (100%) of the annual contract amount.  The performance bond furnished by the successful proposer must be executed by the owner, a general partner or, if a corporation, the secretary's signature and the seal of the corporation must be affixed. This bond must remain in effect for the length of the agreement. The agent of the surety must exhibit certificate or license showing legal rights of the surety to do business in the Commonwealth of Kentucky.

    • CIVIL RIGHTS – GENERAL CIVIL RIGHTS PROVISIONS AND CONTRACTUAL REQUIREMENTS

      In all its activities within the scope of its airport program, the Contractor agrees to comply with pertinent statutes, Executive Orders, and such rules as identified in Title VI List of Pertinent Nondiscrimination Acts and Authorities to ensure that no person shall, on the grounds of race, color, national origin, creed, sex, age, or disability be excluded from participating in any activity conducted with or benefiting from Federal
      assistance. This provision binds the Contractor and subcontractors from the bid solicitation period through the completion of the contract.

    • Scope of Services

      The successful bidder(s) (“Contractor(s)”) must provide the following industrial cleaning services. Each service and location listed has indicated when the service is to be performed. This contract is intended to be for three (3) years with pricing firm fixed for the initial three (3) year period based on the prices provided in the Line Items tables below.  Also note that all waste materials are considered Non-Hazardous.

      • At least one member for every three cleaning crew members must be badged to allow for continuous
        work on the AOA.
      • Transport sludge and contaminated water to a frac tank where the water can be decanted
        into a pump station that feeds the plant directly.
      • All sand/grit and sludge must be disposed of offsite.
      • Estimated quantities of solid material from the glycol pump stations are to be 25 tons.
      • Cleaning of the north glycol pump stations and associated structures must be
        cleaned prior to the cleaning of the 2 million-gallon tank.
      • Cleaning of the south glycol pump stations and associated structures with the exception of the 3 Mil Feeder pumpstation,  must be
        cleaned prior to the cleaning of the 3 million-gallon tanks.
      • Cleaning of the North and South glycol pumpstations should be completed within 21 days for each area.

       

      Spent Aircraft Deicing Fluid (SADF) Storage Tanks - (Triennial - Clean in June or July)

      2 Million Gallon Tank - (Cleaned in 2023 - Due in 2026)

      • Vacuum and remove liquid/sludge from storage tank interior. There will be approximately 150,000 gallons of fluid in the tank. This fluid must be pumped using a hydraulic pump to a Vac truck(s) and then to the frac tanks.
      • It is estimated that the hydraulic pump will reduce
        the loads down to 2 to 5 vac trucks trips. The frac tanks can staged next to the storm pump station for transfer into the pump station.
      • Any sand/grit or sludge must be transported offsite.
      • Estimated that approximately 35 tons of sand/grit or sludge will be in the tank.
      • High pressure washing (max pressure not to exceed 3,500) with a detergent like Krud Kutter or MicroBlaze of tank interior is required.
      • Cleaning should be completed in 7 days.

      3 Million Gallon Tanks – North and South Tanks - (Clean in 2024 - due in 2027)

      Vacuum and remove liquid/sludge from storage tank interior. There will be approximately 150,000 gallons of fluid in each tank. This fluid must be pumped via a hydraulic pump due to the head pressure requirements with depth of the tanks at 26'. 
      • The fluid can be pumped to the adjacent pump station via vac trucks.
      • It is estimated that the hydraulic pump will reduce the loads of residual materials down to 2 to 5 vac trucks trips to the frac tanks.
      • All sludge / sand materials will require offsite disposal.
      • It is estimated that approximately 35 tons will be in each tank.  
      • High pressure washing (max pressure not to exceed 3,500) with a detergent like Krud Kutter or MicroBlaze of tank interior is required.
      • Cleaning should be completed within 21 days.

      Twin 125K Tanks – (Cleaned in 2025 – Due in 2028)

      • Vacuum and remove liquid/sludge from storage tank interior. 
      • High pressure washing of tank interior.
      • Transport sludge and contaminated water for disposal. Liquid may be disposed of in the
        adjacent storm pump station.
      • Sludge, grit, and sand must be taken offsite for disposal.  It is estimated that there will be 15 tons of sludge, grit, and sand. 
      • Tanks must be cleaned within 5 days.

       

      Stormwater Conveyance System - (Clean Annually)

      Pump Stations - (Clean in June)

      • Remove solids (sand) from the in-stream collection structure, connective piping, grit
        chamber, associated trench drains and pump wet wells for ten (10) stormwater pump
        stations. The pump stations are approximately 8 feet in diameter and 30 feet deep.
      • Entry into these confined spaces will not be necessary if the pump stations can be adequately cleaned
        from outside the pit.
      • Pipe sizes are 4” – 18”, with line lengths less than 150’ long. There is one-line length that is
        over 400’. This pump station is N-SW-PS1A.
      • Contractor must supply plugs for blocking inlet connective piping from the collection structure to grit chambers.
      • Seven (7) of the ten (10) pump stations are fed from outfall structures, and these lines are required to be jetted.
      • Pump Station S-SW-PS-2 also requires cleaning of the outfall structure located adjacent to the pump station. This will require additional pumps to remove water from the outfall structure prior to cleaning. It is the responsibility of the contractor to determine the proper sizing and number of pumps to manage the water flow that exists from the outfall.
      • All materials will require offsite disposal. Estimated total is 35 tons.
      • Cleaning of the pump stations should be completed in 21 days.

      Oil/Water Separators - (Clean in August or September)

      • Vacuum and remove Sludge from the list of oil/water separators below
      • All Oil/Water Separators are Permit Required Confined Spaces
      • All Filters and convalescence plates must be removed and cleaned, if applicable
      • Perform a general condition  assessment
      • Frac tanks must be utilized to separate the clean aqueous layer from potentially oil
        contaminated liquid.  Placement of frac tanks near the larger volume separators is recommended
      • The oil contaminated liquid will be transported off-site for disposal as a non-hazardous waste. Estimated quantity of oily waste is 40,000 gallons.
      • Cleaning of the oil/water separators should be completed within 45 days

      • All solid (sand) materials will require offsite disposal. Estimated total is 5 tons.
      • Cleaning of splitter/flow box to be completed after all storm & glycol pump stations are cleaned.
      • Cleaning must be completed in 1 day.
      Effluent Channel - (Clean after Splitter/Flow Box)
      • Remove solids (sand) from the Extended Aeration Activated Sludge (EAAS) basins effluent channel. Estimated quantity is less than 1 ton.

      Stormwater Treatment Plant:  Tanks - Digester #1, Digester #2, Sludge Holding Tank

      • Remove solids (sludge), dirt and debris from the interior of the tank.
      • Floor must be clean for adherence of protective coating applied tank repair company.   Use of floor squeegee attachment or similar attachment to vac truck is recommended. The cleanliness of the floor will be determined by the tank repair contractor and may require further cleaning.
      • High pressure washing (max pressure not to exceed 3,500) with a detergent like Krud Kutter
        or MicroBlaze of tank interior is required.
      • These tanks are considered permit required confined spaces but can be reclassified as .
      • All sludge materials will be managed offsite and will require transportation for disposal.
      • Estimated total is 10 tons.
      • Cleaning should be completed in 5 days per tank.

      Valve Pits, Pump Pits, Decant Pump Station and Ground Water Pump Station

      • Remove solids (sludge), dirt and debris from the various valve and pump pits.
      • The valve pits and pump pits have varying amounts.

    • General Requirements

      1) Contractor must provide the following equipment:

      • D.O.T coded turbo vac with operator.  Turbo vacuum must have a minimum vacuum rating of 27” Hg (13.26 psi) while achieving a flow rate of 5,000 cubic feet per minute (CFM).  The turbo vacuum must be reliable to depths of up to 35 feet.
      • Service vehicles.
      • Electricity to power equipment (i.e., generator, if needed).
      • High pressure washer.
      • Auxiliary pump.
      • 20,000 gallon temporary storage tank(s) (i.e., Frac Tank) for use with the oil/water separator cleaning.
      • Ladders
      • Tools fit for the purpose of the job.
      • Confined Space equipment for retrieval 
        • Confined space entry equipment, including, but not limited to, harnesses, davit system that can be installed in the hitch of a vehicle, tripod, 4-gas meter. A 5 gas (PID) meter is highly recommended.
      • Fall Protection equipment
      • Proper personal protective equipment
        • Level “C” personal protective equipment.
        • Level “B” personal protective equipment.
        • In certain situations, an SCBA ensemble may be needed.

      2) Safety Qualifications:

      Contractor shall submit a written safety program and provide training documentation for personnel performing work at CVG AA:

      • Written Safety program addressing:
        • Confined space entry program compliant with OSHA.
        • Training and certified confined space team
          • Records are required for the personnel on the confined space team
        • Lockout/Tagout
        • Hazardous Atmospheres
        • Fall Protection
        • HAZCOM

      KCAB’s Fire Department (ARFF) will be notified of confined space entry upon entry and will serve as the emergency response team (ERT).  Upon contract award, the Contractor will be provided a copy of KCAB’s confined space entry policy, if needed.

      3) Disposal of Waste:

      • Contractor is responsible for all costs related to disposal of waste based on the estimates listed in each location’s specification within 5%.  Any waste over the estimated amount + 5% deviation, is to be invoiced at the standard rates listed for the as-needed services. 
      • Directions and locations of the specific area(s) for managing material onsite will be provided by KCAB personnel.
      • Rinse out capabilities do not exist at the unloading/dumping locations but are available in close proximity.   
      • Offsite waste disposal facility approvals are the responsibility of the Contractor and must be a facility that is in compliance with all applicable local, state, and federal regulations.
      • Approved treatment, storage and disposal facility.
      • Adhere to guidelines used by E.P.A., local, and federal regulations with regard to transporting and proper manifesting and disposal of waste.
      • Proven method of measurement for waste to be disposed, (i.e., inches per gallon).

      4) Additional Requirements:

      • Contractor must provide their own portable toilets as required based on location and proximity to other restroom facilities.
      • All work to be performed Monday through Friday between the hours of 5:00 a.m. and 4:00 p.m. ET.
      • Any work expected to be completed by a subcontractor must be submitted in writing and approved by KCAB.  Any subcontracting will be at no additional cost to KCAB.
    • CIVIL RIGHTS – TITLE VI ASSURANCE

      Compliance with Nondiscrimination Requirements:

       

      During the performance of this contract, the Contractor, for itself, its assignees and successors in interest (hereinafter referred to as the "Contractor") agrees as follows:

       

      1. Compliance with Regulations.  The Contractor (hereinafter includes consultants) will comply with the Title VI List of Pertinent Nondiscrimination Acts and Authorities, as they may be amended from time to time, which are herein incorporated by reference and made a part of this Contract.

       

      1. Nondiscrimination.  The Contractor, with regard to the work performed by it during the Contract, will not discriminate on the grounds of race, color, national origin, creed, sex, age, or disability in the selection and retention of subcontractors, including procurements of materials and leases of equipment. The Contractor will not participate either directly or indirectly in the discrimination prohibited by the Nondiscrimination Acts and Authorities, including employment practices when the Contract covers any activity, project, or program set forth in Appendix B of the 49 CFR part 21 including amendments thereto.

       

      1. Solicitations for Subcontracts, including procurements of Materials and Equipment.  In all solicitations either by competitive bidding or negotiation made by Contractor for work to be performed under a subcontract, including procurements of materials or leases of equipment, each potential subcontractor or supplier will be notified by Contractor of contractor’s obligations under this Contract and the Nondiscrimination Acts and Authorities on the grounds of race, color, or national origin.

       

      1. Information and Reports.  The Contractor will provide all information and reports required by the Acts, the Regulations, and directives issued pursuant thereto and will permit access to its books, records, accounts, other sources of information, and its facilities as may be determined by KCAB or the FAA to be pertinent to ascertain compliance with such Nondiscrimination Acts and Authorities and instructions. Where any information required of a contractor is in the exclusive possession of another who fails or refuses to furnish the information, the Contractor will so certify to KCAB or the FAA, as appropriate, and will set forth what efforts it has made to obtain the information.

       

      1. Sanctions for Noncompliance.  In the event of the Contractor's noncompliance with the nondiscrimination provisions of this contract, the Sponsor will impose such contract sanctions as it or the FAA may determine to be appropriate, including, but not limited to:

      a.            Withholding of payments to the contractor under the contract until the Contractor complies, and/or

      b.            Cancelling, terminating, or suspending a contract, in whole or in part.

       

      6.            Incorporation of Provisions.  The Contractor will include the provisions of paragraphs one through six in every subcontract, including procurements of materials and leases of equipment, unless exempted by the Acts, the Regulations, and directives issued pursuant thereto. The Contractor will take action with respect to any subcontract or procurement as KCAB or the FAA may direct as a means of enforcing such provisions including sanctions for non-compliance. Provided, that if the Contractor becomes involved in, or is threatened with litigation with a subcontractor or a supplier as a result of such direction, the Contractor may request KCAB to enter into any litigation to protect the interests of KCAB. In addition, Contractor may request the United States to enter into the litigation to protect the interest of the United States.

       

      Title VI List of Pertinent Nondiscrimination Acts and Authorities

      During the performance of this contract, the Contractor, for itself, its assignees, and successors in interest (hereinafter referred to as the “Contractor”) agrees to comply with the following nondiscrimination
      statutes and authorities; including but not limited to:

      • Title VI of the Civil Rights Act of 1964 (42 U.S.C. § 2000d et seq., 78 stat. 252), (prohibits discrimination on the basis of race, color, national origin);
        • 49 CFR part 21 (Non-discrimination In Federally-Assisted Programs of The Department of Transportation—Effectuation of Title VI of The Civil Rights Act of 1964) including amendments thereto;
        • The Uniform Relocation Assistance and Real Property Acquisition Policies Act of 1970, (42 U.S.C. § 4601), (prohibits unfair treatment of persons displaced or whose property has been acquired because of Federal or Federal-aid programs and projects);
        • Section 504 of the Rehabilitation Act of 1973, (29 U.S.C. § 794 et seq.), as amended, (prohibits discrimination on the basis of disability); and 49 CFR part 27 (Nondiscrimination on the Basis of Disability in Programs or Activities Receiving Federal Financial Assistance);
        • The Age Discrimination Act of 1975, as amended, (42 U.S.C. § 6101 et seq.), (prohibits discrimination on the basis of age);
        • Airport and Airway Improvement Act of 1982, (49 U.S.C. § 47123), as amended, (prohibits discrimination based on race, creed, color, national origin, or sex);
        • The Civil Rights Restoration Act of 1987, (P.L. 100-259) (broadened the scope, coverage and applicability of Title VI of the Civil Rights Act of 1964, The Age Discrimination Act of 1975 and Section 504 of the Rehabilitation Act of 1973, by expanding the definition of the terms “programs or activities” to include all of the programs or activities of the Federal-aid recipients, sub-recipients and contractors, whether such programs or activities are Federally funded or not);
        • Titles II and III of the Americans with Disabilities Act of 1990 (42 U.S.C. § 12101, et seq) (prohibit discrimination on the basis of disability in the operation of public entities, public and private transportation systems, places of public accommodation, and certain testing entities) as implemented by Department of Transportation regulations at 49 CFR Parts 37 and 38; • Title IX of the Education Amendments of 1972, as amended, which prohibits you from discriminating because of sex in education programs or activities (20 U.S.C. § 1681 et seq).

       

    • Payment Bond

      This Contract incorporates by reference the provisions of 29 CFR part 201, the Federal Fair Labor Standards Act (FLSA), with the same force and effect as if given in full text. The FLSA sets minimum wage, overtime pay, recordkeeping, and child labor standards for full and part time workers. The Contractor has full responsibility to monitor compliance to the referenced statute or regulation. The Contractor must address any claims or disputes that arise from this requirement directly with the U.S. Department of Labor – Wage and Hour Division.

    • Occupational Safety and Health Act of 1970

      This Contract incorporates by reference the requirements of 29 CFR Part 1910 with the same force and effect as if given in full text. Contractor must provide a work environment that is free from recognized hazards that may cause death or serious physical harm to the employee. The Contractor retains full responsibility to monitor its compliance and their subcontractor’s compliance with the applicable requirements of the Occupational Safety and Health Act of 1970 (20 CFR Part 1910). Contractor must address any claims or disputes that pertain to a referenced requirement directly with the U.S. Department of Labor – Occupational Safety and Health Administration.

      Contractor agrees to negotiate in good faith the incorporation into this Contract any and all statutes, rules and regulations which may now or during the term of this Contract be required by the FAA or other governmental agency as a prerequisite to or a condition of the Board and/or Contractor receiving any federal or state grant or loan or other governmental assistance.

    A: The initial three years will be firm fixed pricing based on the prices proposed on the Line Items Table for years 2026, 2027, 2028. See Addendum #1 for correction.

    A: Pricing will be input into the Line Items Tables for 2026, 2027, and 2028. Those prices will be firm fixed based on the bid submittal. See Addenda #1 and #2 for clarification of pricing to be submitted.

    A: The Consumer Price Index (CPI) will be applicable for the two (2) extension years, year 4 and year 5. See Addendum #2.

    Q (Proposal Due Date): Is the proposal's due date April 9, 2026? Different documents have different dates.

    A: The bid due date is the date in OpenGov. Any attachments that have a different due date were the original advertisement and the pre-bid agenda which both occurred before the due date was extended.


    Q (Area to dry sand and grit): Is there somewhere to dump the grit and sand to let it dry out before hauling off site for disposal?

    A: No, with the recent growth and development at the airport, we do not have the area that we used to have in the past.
