    Description

    The Central Florida Tourism Oversight District (herein after “District”, “Owner” and “CFTOD”) is a Special Taxing District that serves as a local government entity. The District is responsible for its public infrastructure including, but not limited to roads, bridges, and water control system.As part of maintaining the safety and functionality of its infrastructure, the District is seeking proposals from experienced firms to provide support, maintenance, and emergency repair of industrial control systems (ICS) in support of District owned electrical and mechanical systems, including but not limited to:System Design & Engineering:• Design and engineering for control system architecture supporting all utility systems (power, water treatment and distribution, chilled and hot water, air handling, waste management), including requirements gathering, conceptual design, detailed engineering, and construction-ready documentation.• Develop complete electrical schematics and control panel layouts, including material selection, code compliance, and layout for field deployment.Control Panel & Cabinet Build:• Comprehensive design, fabrication, assembly, and factory testing of control panels and cabinets for utility operations.• End-to-end management: procurement, build, quality assurance, and preparation for field installation in all environments.PLC/Control System Programming:• Development, deployment, and commissioning of PLC and automation controllers for all utility services, including programming, device configuration, and on-site validation.• Design and implementation of SCADA/HMI solutions, from graphics and alarm design to integration and operator training.Utility System Integration (Mechanical/Electrical/Process):• Turnkey installation, integration, and calibration of instrumentation and control equipment for all utility systems, including specification, field installation, startup, and ongoing support.• Seamless integration of controls with field equipment (pumps, chillers, boilers, compressors, generators), including wiring, system interfacing, and commissioning.• Coordination for full lifecycle support, from installation and startup to system handoff and operational support.Cybersecurity & Network Infrastructure:• Complete network infrastructure design, build, and deployment for automation systems, including architecture, procurement, installation, and commissioning.• Cybersecurity implementation from assessment through ongoing monitoring: design, install, configure, and validate firewalls, secure access, segmentation, and industry compliance.• Electronic access control will be enforced at all stages of the design and development process. Including account privilege levels and restricted SCADA access. All Non-Owner accounts or configuration will be removed once work has been completed.• Participating contractor agrees to comply with all of Owner’s cybersecurity and physical Security Standards.Testing, Commissioning & Validation:• Comprehensive system and component testing, field commissioning, and validation for all utility automation, including I/O checkout, validation, sequence testing, and optimization.• Full acceptance testing lifecycle: Factory Acceptance Testing (FAT), Site Acceptance Testing (SAT), and startup support.Technical Documentation & Training:• Creation and delivery of complete as-built documentation (wiring diagrams, network layouts, source code, configurations) for all phases, from design through installation.• Development and execution of user manuals, maintenance procedures, and operator training for all deployed utility control systems.• Contractor shall deliver all source code, schedules, licenses, firmware, installers, database files, tag lists, alarm lists, and passwords (in a secure format) to the Owner at project end, supporting future security audits and disaster recovery. Final execution of this Agreement shall be contingent upon the Contractor’s written acknowledgment and acceptance of said standards, ensuring full compliance throughout the term of the Agreement.Contractor must respond to service calls within 12 hours, confirming receipt of request and response time.Contractor shall have 24-hour, 7-day a week Emergency Response availability with a maximum acknowledgement period of 4 hours and response time no later than 12 hours.The District will select contractors based on their capabilities demonstrated within their proposal to perform the services as described. Support shall be provided on an as needed and emergency basis for a two-year continuing contract term.
