The service area includes mountainous terrain and is subject to challenging environmental conditions, such as high summer temperatures, winter freezes, landslides, and seismic activity. The District is organized under the Municipal Water District Law of 1911 (California Water Code 71000) and governed by a publicly elected five-member Board of Directors.
The District relies entirely on imported water, sourced from the Metropolitan Water District of Southern California. There are no local potable water sources within the District's boundaries.
