    Questions are due by 4:00 pm on JULY 30 to: generalservices@orangecountygov.com The County of Orange (“County”) is seeking a vendor to install, maintain, host and operate a web-based inmate communication system, including telephones, tablets and money kiosks at the Orange County Correctional Facility (“OCCF”). I. BACKGROUND. The OCCF is equipped to house up to eight hundred and two (802) inmates in up to nineteen (19) housing units. During calendar year 2025, OCCF’s average daily population was four hundred sixty-seven (467) inmates. II. CURRENT COUNTY INMATE COMMUNICATIONS SYSTEM. Global Tel*Link Corp. a/k/a GTL a/k/a ViaPath is currently providing inmate communications services to the County at the OCCF. Currently telephone service is provided by kiosks in the housing units. There are currently approximately 100 inmate telephones kiosks and one (1) telecommunications device for the deaf (TDD). III. OVERVIEW. The successful offeror (“Vendor”) awarded a contract (“Contract”) as a result of this RFP will install, maintain, host and operate a web-based inmate communication system, including telephone, tablets and money kiosks at OCCF (“System”). The Contract will result in no cost to the County and the County must receive the percentage of System revenue proposed by Vendor in response to this RFP. Vendor shall own all the System components and equipment including the telephones, the tablets, and the money kiosks. The System must be a hosted, Internet based application that is securely accessible by OCCF administration via the Internet from anywhere, at any time, including from mobile devices such as cellphones and tablets. The System must include telephone, inmate tablets along with lobby and booking money kiosks. Business enterprises awarded an identical or substantially similar procurement contract within the past five years: None.
