Nature of Project The Commissioners Court of Nueces County (hereinafter called the “County”) will accept sealed competitive proposals for Inmate Phone Services in accordance with the Specifications and other Contract Documents prepared by the County. The intent of this RFP is to provide sufficient information for Proposers to submit proposals for Inmate Telephone equipment and services in Nueces County, including local, IntraLATA, InterLATA, and interstate InterLATA calls. The current inmate population is 959, with an average of 48,500 local inmate collect calls per month. Existing equipment includes approximately 126 inmate telephones, 218 visitation telephones on 109 stations (one phone per side), and 10 coin-operated telephones located on County properties (see Attachment B). At the Main Jail, housing includes four pods with 72 inmates each; one pod with 48 inmates; and four phones per pod; one dorm housing 46 inmates (four phones); and three linear floors housing 111, 112, and 48 inmates with 13, 13, and 7 (6) phones respectively. The Main Jail Intake area includes 10 payphones, nine in the holdings cells and one in a waiting area. There is also a wall mounted phone in the common area of the infirmary with three in individual patient rooms for a total of four. Two of the male housing units, 2P and 4R, have phones in their multipurpose rooms. The total number of payphones at the Main Jail is 72. The McKenzie Annex includes three pods housing 48 inmates each with six phones per pod; five dorms housing 56, 58, 58, 48, and 48 inmates with 4, 4, 3, 6, and 6 phones respectively; and four remote units housing 24 inmates each with four phones per unit- total number of pay phones at the annex is 57. The Contractor must comply with all applicable laws and regulations, including FCC guidelines on inmate telephone rates and fees and any future regulations of the Texas Public Utilities Commission. The contract term will be one (1) year upon execution, with the option to renew for four (4) additional one-year terms by mutual agreement. At the beginning of each 12-month renewal term, in consideration of each full Renewal Term, the County will receive a Contract Continuation Payment of 85% of the last twelve months’ average total calling revenue immediately upon reactivation of services, as based upon the Sum of Total Revenue column (including annual sum of Total Collect, Total Prepaid, and Total Debit for the following categories: Local, IntraCell, IntraLATA, Intrastate, Interstate, International, Caribbean, Canadian) of the Revenue By Site & Call Type Report provided by CONTRACTOR. Any proposed changes to the time period that is to be considered when calculating the average total calling revenue, must be mutual agreement of the parties, may be made only at the time of each renewal, and shall be implemented by written amendment. Contract award will be made to the responsible Proposer submitting the best evaluated offer in accordance with Texas Local Government Code Chapter 262.030. Nueces County does not guarantee the purchase of any equipment or services and reserves the right to reject any or all proposals. All submitted proposals will become the property of Nueces County. Contract Administrator: Nueces County Sheriff, John Hooper, will serve as the contract administrator for this project.
