This project is funded through the Restore NY Communci8ites Initiative administered by Empire State Development, with the Village of Mexico as the award recipient and pass through funding to Lake Ontario RE HoldCo, LLC. Project Background and Overview The building historically known as John Beck’s Hotel was constructed in 1851 and remains a century-old architectural and social landmark int eh Village of Mexico, New York. Key features include: Full basement with mortared stone foundation walls Two-story brick masonry construction Historic woodwork and architectural detailing In 2025, new ownership-initiated plans to redevelop the building into a mixed-use facility including: A full-service restaurant and banquet facility on the first floor Six (6) apartment/short-stay suites on the second floor The project's goal is to preserve historic character while meeting modern structural design standards, NYS Building Code requirements, ADA accessibility standards, and life-safety requirements. 3. Project Description First Floor – Commercial Assembly (A-2 Occupancy) Full commercial kitchen, dining, and bar areas Separate reception and banquet rooms New public restrooms Seasonal outdoor dining space ADA-compliant public access Suspended acoustical ceiling system concealing MEP systems Modern lighting integration Second Floor – Residential (R-2 Occupancy) Six apartment/short stay suites designed for modern living Code-compliant egress and accessibility Rated floor/ceiling separation between occupancies Updated mechanical, electrical, and plumbing systems Selective demolition will be required to modernize the space while preserving historic woodwork and other character-defining elements. Scope of Work – Insulation and Soundproofing  The selected Insulation Contractor shall furnish all labor, materials, equipment, supervision, and coordination necessary to provide thermal insulation and sound attenuation improvements for the Beck’s Hotel rehabilitation project.  All insulation and soundproofing materials provided under this scope shall be fire-retardant and suitable for use in a mixed-use, multi‑story building.  Included in Base Bid  A. Thermal Insulation  Supply and installation of fire-retardant insulation materials in:   Exterior wall cavities where accessible  Attic and/or roof assemblies (if applicable)  Floor assemblies over unconditioned spaces, including basement areas  Insulation materials shall meet or exceed NYS Energy Code requirements  Air sealing at penetrations and transitions associated with insulation work  Coordination with framing, drywall, mechanical, and electrical trades  Preferred fire-rated mineral wool (rock wool) where possible. Fire-retardant fiberglass batts or approved equal materials may be used subject to approval. B. Soundproofing / Acoustic Control  Installation of fire‑retardant sound attenuation insulation in:   Walls between residential units  Walls and/or ceilings separating residential units from the first floor restaurant and banquet spaces  Floor/ceiling assemblies between occupied spaces, where accessible  Acceptable materials include fire‑rated mineral wool, fire-retardant fiberglass batts, or approved equal  Installation methods shall minimize sound transmission and flanking paths  Preferred fire-rated mineral wool (rock wool) where possible. Fire-retardant fiberglass batts or approved equal materials may be used subject to approval. C. Fire Retardant Material Requirements  All insulation and soundproofing materials shall:   Be fire-retardant or fire-resistant  Comply with applicable NYS Building Code fire and life safety requirements  Be installed in accordance with manufacturer recommendations and code requirements  Product data sheets shall be submitted upon request to verify fire-retardant properties  D. General Requirements  Field verification of existing conditions  Protection of existing finishes and historic elements  Proper handling and disposal of waste materials  Final inspection and punch list completion  Historic Building Considerations  Insulation methods shall be compatible with historic masonry and wood framing  Materials shall not trap moisture or damage historic construction  Work shall minimize disturbance to existing historic materials  Exclusions  The following are excluded unless specifically noted in the bid:  Structural modifications  Specialty sound isolation systems (resilient channel, isolation clips, floating floors)  Drywall replacement or finish painting beyond minor patching  Any work not specifically excluded shall be deemed included in the Base Bid.  All plans showing RFP # 6 INSULATION AND SOUND PROOFING will be labeled with Prefix A-200, A-201, S-200, S-201 The selected contractor will provide all labor, supervision, coordination, and services necessary to complete the work associated with their discipline, including but not limited to: Review of project drawings and specifications Coordination with Owner and project team Compliance with applicable NYS and local codes Field coordination with other trades Site safety and protection of historic elements Participation in inspections and close‑out activities Permitting and Regulatory Compliance NYS Building Code compliance Sealed drawings and calculations Coordination with code officials Support during permit review Construction Phase Services Respond to RFIs Review drawings Review submittals related to scope of work components Periodic site visits Filed observation reports Construction administration support Historic Considerations Preservation-sensitive structural solutions Reinforcement strategies minimizing impact to historic materials Documentation of existing structural conditions Solutions balancing modernization and historic integrity 4.
