    Description

    Proposal Delivery Instructions Bidders may either mail or hand-deliver Proposals. For U.S. Postal Service deliveries, any Proposal that has been received at the appropriate mailroom, or typical place of mail receipt for the respective procuring unit by the time and date listed in the RFP will be deemed to be timely. If a Bidder chooses to use the U.S. Postal Service for delivery, the GCHD recommends that it use Express Mail, Priority Mail, or Certified Mail or another form for which both the date and time of receipt can be independently verified by the GCHD. Hand-delivery includes delivery by commercial carrier acting for the Bidder. For any type of direct (non-mail) delivery, a Bidder is advised to provide receipt of delivery to be signed and dated by the GCHD staff for their records.Hand-delivered to the issuing office must occur during the business hours of 8:30 am to 5:00 pm, Monday - Friday. All applications received after the application submission deadline will not be accepted. 1. Upon receipt, each Proposal and any timely modification(s) to a Proposal shall be stored in a secure place until the time and date set for Proposal opening. Before Proposal opening, the GCHD may not disclose the identity of any Bidder. Garrett County Health Department (GCHD) seeks proposals from qualified contractors to support rural Local Health Departments (LHDs) in the provision of health insurance contracting and credentialing services for clinicians and programs. Through funding made available under the Maryland Rural Health Transformation Program (RHTP), this initiative will strengthen rural agencies’ capacity for Contracting and credentialing with insurance providers. By improving empanelment and billing processes, rural residents will gain increased access to covered services locally, supporting earlier disease detection, improved chronic disease management, and reduced reliance on high-cost acute care. Local Health Departments increasingly provide clinical services that are eligible for reimbursement through Medicaid, Medicare, and commercial insurers. Local Health Departments are essential community providers, serving predominantly low-income, medically underserved individuals. However, contracting and credentialing with payers is often complex, time-intensive, and resource-intensive. GCHD seeks a contractor with demonstrated expertise in: Contracting, insurance provider enrollment and credentialing Payer relations and application processes Contracting with Medicaid Managed Care Organizations (MCOs) and commercial insurance networks
