Subject: Intent to Award Pursuant to Sole Source Exemption ITS-2026-209-NA Park View Canal Moleaer Nanobubbles Technology for the Water Quality Improvement System This notice is released pursuant to Section 2-367 (d) of the Miami Beach City Code. The purpose of this notice is to notify interested parties that, pursuant to Section 2-367 (d) of the Miami Beach City Code, the City intends to make a non-competitive award for the goods or services, as stated below, available only from a single source. Goods or services required: The City of Miami Beach Environment & Sustainability Department (the “Department”)seeks to procure a vendor capable of providing Moleaer Nanobubbles Technology to support the water‑quality improvement system required for the Park View Canal. The Department’s objective is to implement a proven, high‑capacity treatment solution that meets all technical, operational, environmental, and regulatory standards for this waterway. Moleaer, Inc. is identified as the only vendor able to deliver the necessary proprietary technology, large‑scale deployment capabilities, validated environmental safety performance, and specialized in‑house expertise needed to achieve the City’s water‑quality improvement goals for the Park View Canal, as detailed in Attachment A. Supplier to be awarded: Moleaer, Inc., the manufacturer of the Moleaer Nanobubbles Technology for the water-quality improvement system, has informed the City that it is its sole authorized agent in this region for supplying the Moleaer Nanobubbles Technology, equipment, service, and related parts for the City’s Park View Canal water-quality improvement project. Reason for Sole Source: Moleaer, Inc. has notified the City of Miami Beach that it is the sole provider of Moleaer Nanobubbles Technology, equipment, service, and related parts. Moleaer is the only vendor capable of delivering the full suite of proprietary nanobubble technology and specialized services required for the Park View Canal project. The company is the sole direct provider of turnkey nanobubble treatment systems in the U.S., offering patented, industrial‑scale equipment that cannot be substituted or sourced through distributors. Moleaer has unequaled experience deploying nanobubble solutions in both freshwater and marine environments, supported by more than 10,000 global installations, including hundreds in surface water systems and over 100 at the flow rates needed for this project. Nanobubble technology enables oxygen or other gases to be delivered and maintained in liquids differently than conventional aeration methods. Moleaer developed specialized solutions that efficiently dissolve gas at the nanoscale, producing bubbles that remain stable in liquid rather than rapidly rising to the surface. Their technology is validated through EPA‑standard toxicity testing and proven safe for non‑target organisms. Additionally, Moleaer maintains an integrated in‑house team of engineers, scientists, limnologists, and field technicians, ensuring a fully compliant, end‑to‑end solution with minimal execution risk.
