    Description

    TRWD is hereby inviting Statements of Qualifications (SOQs) from qualified firms to provide Internal Auditing services for the District in accordance with the specifications contained in this Request for Statement of Qualifications (“RFSOQ”). In particular, the services requested herein and to be provided under any contract(s) awarded as a result of this RFSOQ are for internal audit services that will enable the District to comply with the State of Texas, Texas Administrative Code, Title 30, Part 1, Chapter 292, Subchapter B, number 6 A. which requires the District to have an independent management audit every five years or establish an internal audit office. To fulfill this requirement; the District is seeking to contract with an independent firm(s) for internal audit services.

    Evaluation Criteria

    • Experience of Team and Firm, Governmental and Otherwise (40 pts)
      • The education, experience and expertise of the firm’s principals and key employees, the amount of time they can be expected to give to the project, and their availability to the client.
      • The firm's specific experience, stability and history of performance on projects similar in size and/or concept to the one under consideration.
      • Provide examples of the size and scope of governmental work that has been performed by this firm, and the individuals earmarked for this project.
    • Project Approach (20 pts)
      • The firm’s understanding of the project and approach to the planning, organizing and management of a project effort, including communications procedures, design procedures and quality control.
    • Indicators of Probable Performance (20 pts)
      • Indicators of probable vendor performance under the contract such as past vendor performance, the vendor’s financial resources, and ability to perform, and the vendor’s experience or demonstrated capability and responsibility.
    • References (20 pts)
      • Present a maximum of three pertinent projects performed by the firm – preferably the team, or key members of the team – that best illustrate the team’s ability to offer the services required for this project.
