    Description

    The Metropolitan Council (Council) is soliciting Prequalification Submittal Documents (PSD’s) for the purpose of establishing a list of prequalified SPECIALTY CONTRACTORs to provide the specialty construction associated with compaction grouting beneath the existing interceptor, instrument monitoring during the grouting application, liner removal, rehabilitation of existing sanitary interceptor, installation of a new M228A metering structure and incidental restoration work. The original Invitation for Prequalification for this work was issued in September 2025. This Revised IFP modifies the prequalification criteria for the Meter 228A and Interceptor 7015-C. Firms that were pre-qualified for some or all of the specialties under the initial IFP DO NOT NEED to resubmit for those specialties. Firms that were found not to meet the minimum requirements under the initial IFP are encouraged to review the modified criteria and respond to this solicitation as appropriate. The purpose of this Invitation for Prequalification (IFP) is to develop a list of SPECIALTY CONTRACTORs with previous experience in the successful performance of similar work from which to request bids. SPECIALTY CONTRACTORS may be the CONTRACTOR (also generally known as General CONTRACTOR and/or Prime CONTRACTOR) or a Subcontractor to the CONTRACTOR, but they will be prequalified independently of their relationship to any CONTRACTOR and must prepare an independent submittal to be prequalified. The prequalification for compaction grouting, instrumentation monitoring and CIPP liner removal will be used to create a list of prequalified specialty contractors that will be allowed to perform the work.
