INVITATION TO BID CITY OF SAFFORD 20th AVENUE TRAFFIC SIGNALS COS PROJECT NO: 429-031 General Notice The City of Safford (Owner) is requesting Bids for the construction of the following Project: 20th AVENUE TRAFFIC SIGNALS COS PROJECT NO. 429-031 Bids for the construction of the Project will be received by the City Clerk at City Hall located at 717 West Main Street, Safford, Arizona 85546, until March 9th, 2023 at 2:00 PM local time. At that time, the Bids received will be publicly opened and read. The Project includes the following work: This Project includes the installation of traffic signals at the intersections of 20th Avenue & Relation Street and 20th Avenue & Golf Course Road. This Project shall include the installation at each corner of the intersections, foundations for the poles, electrical wiring and connections to power signals, video detection for street signals, street sign installation, controls, and luminaire installation. The City of Safford will supply the following materials: (Qty 7) Type Q Poles, (Qty 1) Type J Pole, (Qty 7) PB poles, (Qty 1) Type A pole, (Qty 1) 30’ mast arm, (Qty 1) 35’ mast arm, (Qty 5) 40’ mast arms, and (Qty 1) 45’ mast arm All other material will be furnished by selected contractor. The project is expected to be substantially complete in 120 days and ready for final payment in 150 days, with a completion deadline of July 25th, 2023. Additional days may be given based on material delays. Obtaining the Bidding Documents Bidding Documents for the Project are available in digital format by contacting Andi Lindsey via email alindsey@saffordaz.gov or downloading from the City’s website. If the Contractor intends to bid on the project, the Contractor shall contact Andi and register as a plan holder. Any addenda issued during the bidding process will be posted to the City’s website and emailed to those who have registered with Andi as a plan holder. If/when an addendum is issued, the proposed Bidder shall confirm receipt of the addendum by email. Neither Owner nor Engineer will be responsible for Bidding Documents, including addenda if any, obtained from sources other than as designated above. The Issuing Office for the Bidding Documents is: City of Safford, 405 West Discovery Park Blvd., Safford, AZ 85546 Questions shall be received in writing up to seven (7) business days before the Bid Opening. Address all technical questions to Gabe Bowman, PE at gbowman@saffordaz.gov. Only written questions will be addressed. Pre-bid Conference A non-mandatory pre-bid conference and site inspection for the Project will be held on February 20th 2023, at 10:00 a.m. at the City of Safford Mesa Yard Office Complex, 405 W. Discovery Park Blvd., Safford, AZ. The pre-bid meeting will allow phone conference if requested. The number for the phone conference will be provided upon request. Instructions to Bidders For all further requirements regarding bid submittal, qualifications, procedures, and contract award, refer to the Instructions to Bidders that are included in the Bidding Documents. The City of Safford reserves the right to accept the lowest, responsible bid; to consider alternatives; to reject any or all bids; and to waive irregularities of information in any bid. Bids received after the specified time of closing will be returned unopened. The City of Safford also reserves the right to hold any or all bids for a period of sixty (60) days after the date of opening.
