Invitation to Bid The City of Rogers Street Department is accepting sealed bids for the furnishing of 500 Linear Feet of 8’ x 2’ precast reinforced concrete box culverts located in Rogers, AR (Osage/Pawnee). This bid is for the box culverts only and does not include installation. The precast reinforced concrete box culverts shall comply with ASTM C1577-15b. The design load shall be reduced to AASHTO H10 loading conditions. Earth cover over the reinforced box culverts is between 6” and 3’ in depth. Joint materials complying with ASTM C990-09 shall be included in the bid. The bid shall include delivery to a site located at Osage/Pawnee, or as directed by the Street Superintendent. Separate sealed bids will be received by the City of Rogers until October 5, 2021, 10:00 a.m. CST. Bids should be addressed to the City Clerk, 301 W. Chestnut St., Rogers, AR 72756, in a sealed envelope marked “City of Rogers- Bid – Concrete Box Culvert”. The public bid opening will be held on October 5, 2021, 10:00 a.m. CST at Rogers City Hall, 301 W. Chestnut Street, Rogers, AR, 72756 and virtually via zoom at https://us02web.zoom.us/j/84000885618. The City of Rogers encourages all qualified small, minority-owned, and women-owned business enterprises to bid on and receive contracts for goods, services, and construction. Also, City of Rogers encourages all general contractors to subcontract portions of their contract to qualified small, minority-owned, and women-owned business enterprises. The City of Rogers hereby notifies all bidders that this contract is subject to applicable labor laws, non-discrimination provisions, wage rate laws and other federal laws including the Fair Labor Standards Act of 1938. The Work Hours Act of 1962 and Title VI of the Civil Rights Act of 1964 also apply. “Buy America” provisions apply to this project. The Arkansas State Highway and Transportation Department’s Standard Specifics Section 106 has requirements and restrictions for Buy America. Also, 23 CFR § 635.410 has all the federal requirements for Buy America. The City of Rogers Arkansas reserves the right to reject any or all bids, to waive irregularities, and to accept any bid or proposal it deems favorable to the best interest of the City.
