    Description

    The Jacksonville Transportation Authority (JTA) is the public transportation agency serving Northeast Florida, providing transit services to a regional population of more than 1.6 million residents. JTA operates multiple transportation modes throughout the region, including but not limited to fixed-route bus service, ferry service, and the Skyway automated people mover system. JTA is currently soliciting sealed bids from qualified firms (hereinafter referred to as the “Contractor”) to inspect, repair, test, and return to service Skyway traction motors installed on JTA’s automated Skyway transit vehicles. The resulting contract will be structured as an Indefinite Delivery/Indefinite Quantity (IDIQ) contract, with work issued on an as-needed basis. The Contractor must be reputable and fully capable of providing all materials, equipment, transportation, machinery, supplies, tools, apparatus, incidentals, labor, and supervision necessary to conduct complete inspections and perform all required repairs for each traction motor.

      ITB-26-002 Skyway Traction Motor Repair Addendum #1: Pre-Bid Meeting

    Evaluation Criteria

    • Determination of Responsiveness - SUNBIZ (1 pts)

      Bidders must be in good standing and authorized to transact business in the State of Florida. This shall be verified by being listed as active in Sunbiz.org database.

    • Determination of Responsiveness - Sam.Gov (1 pts)

      Bidders must be registered in SAM.gov and not be listed in the System for Award Management (SAM) as an excluded party; and must demonstrate compliance with any other minimum requirements as stated in the Scope of Work and/or Instructions to Bidders.

    • Determination of Responsiveness - Technical (1 pts)

      Bidders must submit all forms listed in Section 7. Quoted parts must meet the specifications in the Scope of Work, and warranty and delivery details must be included in the Bid. Bidders shall provide copies of all required licenses, registrations, or certifications, which must be active and current at the time of bid submission, including those regulated by the Florida Department of Business and Professional Regulation (DBPR).

       

      Bidder must demonstrate a minimum of five (5) years of experience in the inspection, repair, or remanufacture of electric traction motors or comparable high-reliability industrial motors.   Bidder shall provide at least three (3) references from transit agencies, rail systems, or heavy industrial customers for similar motor repair services performed within the last five (5) years. Note: Form can be duplicated.

    • Business Compliance Review (1 pts)

      Business Compliance will review the DBE forms of all proposals for sufficiency and provide to the Procurement Department a DBE Compliance Memorandum.

    • Price (10 pts)

      Bid price includes delivery and warranty costs. The technically acceptable bid with the lowest price will receive the maximum points for this criteria. Thereafter, in order of 2nd lowest to highest price, point allocation will be reduced from the maximum points allotted in this section.

    Submission Requirements

    • Minimum Requirements (required)

      Bidders must be in good standing and authorized to transact business in the State of Florida; must not be listed in the System for Award Management (SAM) as an excluded party; and must demonstrate compliance with any other minimum requirements as stated in the Scope of Work and/or Instructions to Bidders.  Each Bid must include a copy of the Bidder’s State of Florida Certificate of Status or Good Standing and a copy of all necessary licenses, registrations or certifications that are required to perform the Work.   

      In addition, all licenses required for Bidders whose businesses and professions are regulated by the Florida Department of Business and Professional Regulation must be active and current at the time the Bid is submitted. Failure to demonstrate compliance may result in being deemed non-responsive.  

    • Legal Entity of Bidder (required)

      Bidders must be registered with the Florida Department of State to engage in business in the State of Florida. If the Bidder is a joint-venture, the Authority will treat the entity as a general partnership for all purposes, and the joint-venture must submit, in addition to the other submissions required herein, evidence of the authority of the individual(s) submitting the venture's Bid that such individual(s) is duly authorized to bind the venture make all of the required statements, assurances and certifications on behalf of the entity.

      Submitting a Bid is deemed to be a representation and warranty by the entity and individual submitting it that such entity has duly authorized the Bid, and the individual(s) signing such Bid has the authority to submit the Bid and make all of the required statements, assurances and certifications on behalf of the entity.

    • Legal Entity Authorized Signatories (required)

      The Bid Pricing Form shall clearly indicate the legal name, address, and telephone number of the Proposer and accurately identify the type of legal entity of the Bidder (i.e., corporation, LLC, partnership, joint venture, individual). The Bid Pricing Form shall be signed by an individual with the authority to bind the Bidder and shall clearly identify (by typing or printing) the name of the authorized representative of the Bidder.

      Each other entity submitting a Bid shall cause the Forms to be signed by its appropriately authorized senior executive officer, manager, or general partner. Submitting a Bid is deemed to be a representation and warranty by the entity and individual submitting it that such entity has duly authorized the Bid, and the individual(s) signing such Bid has the authority to submit the Bid and make all of the required statements, assurances and certifications on behalf of the entity.
