    Scope of Work

    Citrus County, Florida (“County”) invites interested and qualified Contractors to submit a Bid for a SCOP project on, E. Gospel Island Road (CR 470) from N. Apopka Ave. to SR 44 will consist of milling approximately four (4) inches of existing asphalt then overlay with two (2) inches of SP 12.5 (Traffic Level C) with PG 76-22 and two (2) inches of FC 12.5 (Traffic Level C) with PG 76-22 polymer binder. The project will be limited to resurfacing within the existing edges of pavement. Asphalt to be provided for the project must be identified on the current FDOT Asphalt Design Plant Assignment Sheet. Pavement markings and signage are to meet current FDOT "GREEN BOOK" CRITERIA AT THE FOLLOWING WEBSITE: Florida Greenbook , GOVERNING DESIGN STANDARDS: FLORIDA DEPARTMENT OF TRANSPORTATION, FY2026-27 STANDARD PLANS FOR ROAD AND BRIDGE CONSTRUCTION AT THE FOLLOWING WEBSITE: http://www.fdot.gov/design/standardplans and GOVERNING STANDARD SPECIFICATIONS: FLORIDA DEPARTMENT OF TRANSPORTATION, FY2026-27 STANDARD SPECIFICATIONS FOR ROAD AND BRIDGE CONSTRUCTION AT THE FOLLOWING WEBSITE: Standard Specification Library Deficiencies with regards to the roadway physical characteristics which are below the standards for the Department and the County will be corrected as part of this project. Pavement markings must comply with the latest MUTCD and FDOT requirements, including all temporary RPMs, temporary painted markings, and permanent thermoplastic.

    The Project will be awarded as a Unit Price Bid Contract based on the estimated quantities shown in the Bid Form. All asphalt will be paid at the contract unit price per ton, regardless of actual depth or quantities required to achieve the required finished roadway geometry and surface conditions.

    Asphalt Milling – Intent, Information, and Basis of Payment: The intent of this Project is to remove the full depth of existing asphalt pavement within the Project limits and replace it with the specified asphalt.

    Available coring data indicates an average asphalt thickness of approximately four (4) inches; however, asphalt thicknesses are known to vary and may be greater or less than this value at any location. The contractor must mill and remove all existing asphalt pavement, regardless of thickness, to expose a suitable and stable base for resurfacing. No minimum or maximum depth is specified or implied.

    The coring report included in the Contract Documents is provided strictly for informational purposes only. The data represents limited sampling and does not define, represent, or guarantee actual field conditions. The Contractor must not rely on the coring data for bidding or construction purposes. The Contractor is solely responsible for performing any additional investigation necessary to assess existing conditions prior to submitting a bid.

    Measurement and payment for milling will be based on the contract unit price per square yard, as field verified. The bid quantity is an estimate only and is not guaranteed. The Contractor’s unit price must include full compensation for milling and removing the entire depth of existing asphalt pavement, regardless of thickness, variability, or location.

    No additional compensation will be made for variations in asphalt thickness. Under no circumstances will increased asphalt thickness, differing site conditions related to asphalt depth, or any interpretation of the provided coring data constitute a basis for a claim, change order, or additional compensation.
