    The primary elements of the Project are:

    1. Construction of a new, two-story laboratory facility designed to accommodate current and future National Pollutant Discharge Elimination System (NPDES) permit requirements, as well as special project demands. This state-of-the-art laboratory will support the full scope of compliance operations, including Analytical Chemistry (Organics and Inorganics Analysis), General Chemistry, Microbiology, Ocean Monitoring, Taxonomy, Toxicology, Sample Receiving and Aliquoting, and Source Control activities. The building will feature a total floor area of approximately 56,000 square feet and will serve OC SAN’s operational needs for the next 30 years.

    2. Demolition of the existing Mount Langley building and site work. The new laboratory building will be located adjacent to the Headquarters Building at 18350 Mount Langley Street in Fountain Valley, CA, the same location as an existing commercial office building owned by OC SAN.

    3. Establish a collaborative relationship between OC SAN, the Owner Advisor (OA), and the Design-Builder that encourages innovation in the delivery, design, and construction of the Project.

    4. Expedite the Project delivery schedule while optimizing the quality, performance, reliability, flexibility, and energy efficiency of the proposed facility.

    5. Complete construction of the laboratory building, including laboratory personnel move-in no later than Q4 of 2032.

    6. Deliver a cost-effective Project that meets the capital cost budget for the Project.
