The City of Los Angeles (City) through its Economic and Workforce Development Department (EWDD) and the “Subrecipient”, 11:11 Projects (11:11), are seeking a qualified and experienced project and construction management service provider (Service Provider) to provide project and construction management services for the Scope of Services listed below. EWDD and 11:11 reserve the right to cancel this RFB. It is expected that the Service Provider will be selected no later than June 22nd, 2026 and a Contract/Agreement between the Subrecipient and the Service Provider entered into as soon as June 26th, 2025. All agreements related to this RFB are subject to EWDD’s General Manager’s approval.
PROGRAM OVERVIEW:
The Program seeks to increase economic development and growth in areas that have been historically underinvested, including the revitalization of commercial corridors by improving curb appeal and eliminating blight. Currently, there are nine (9) approved JEDI Zones consisting of hundreds of potential commercial façade improvement projects.
This RFB applies to the JEDI Zone: Reseda Boulevard Corridor JEDI Zone located on Reseda Boulevard between Gault Street and Vanowen Boulevard, in Council District 4, in Los Angeles, California (Reseda Blvd. JEDI Zone map included as Exhibit A). More specifically, the following locations are the subject of this RFB:

The Program will provide up to $75,000.00 per storefront for eligible improvements, including, but not limited to, the following:
● Exterior Paint;
● Signage;
● Awnings;
● Foam moldings to create architectural detail and visual interest;
● Plaster or stucco repair;
● Windows and/or door replacement;
● Exterior lighting;
● Anti-graffiti film; and
● Other project specific exterior improvements evaluated on a case-by-case basis.
The final budget for each project will be determined based on the specific improvements recommended for each location. Please see Exhibit B for project specific Schedule of Values (SOV).
Funding is subject to prevailing wage determined by the Director of Industrial Relations and Davis-Bacon and Related Acts requirements.
