    Description

    SCOPE OF WORK

    1. GENERAL

    1.1. This contract shall provide for construction of drainage improvements for Jefferson County Drainage District No. 6 in the City of Beaumont, Jefferson County, Texas. The project is funded by CDBG-MIT MOD grant funding.

    1.2. The intent of these Contract Documents is to provide for construction and completion, in every detail, of the work described herein and in the plans. It is further intended that the Contractor shall furnish all necessary superintendence, labor, equipment, tools, materials, safety measures, environmental protection, disposal of surplus items, site restoration, and all other related construction to complete the work in accordance with the plans, specifications, and terms of the Contract.

    2. SUMMARY OF WORK

    BASE BID The Base Bid includes all items of work necessary for the Segment 1 drainage improvements, and includes, but is not limited to the following:

    2.1. SEGMENT 1 DRAINAGE IMPROVEMENTS

    2.1.1. Construct approximately 2,251 LF of 12" through 36" diameter storm sewer, including all connections to existing and proposed storm sewer.

    2.1.2. Construct approximately 336 LF of 10'x6' reinforced concrete box culvert by open cut, including removing existing utilities, and temporary surface restoration.

    2.1.3. Construct approximately 15,700 LF of 10'x10' reinforced concrete box culvert by open cut, including removing existing utilities, and temporary surface restoration.

    2.1.4. Construct approximately 516 LF of E-80 9'x10' reinforced concrete box culvert by jacking and boring under TxDOT and CPKC right-of-way, including bond breaker plate, joint restraints, and compliance with TxDOT and CPKC railroad requirements.

    2.1.5. Construct approximately 200 LF of E-80 10'x10' reinforce concrete box culvert by jacking and boring under Port of Beaumont railroad, including bond breaker plate, joint restraints, and compliance with Port of Beaumont requirements.

    2.1.6. Construct approximately 10 surface inlets, 38 standard back of curb catch basins, 17 back of curb catch basins with 5' extension, 13 non-standard catch basins under pavement, and 2 non-standard catch basins with 5' extension.

    2.1.7. Construct approximately 46 Type B manholes (4' dia.) under concrete pavements, 1 Type B manhole (6' dia.) under concrete pavement, 1 Type B manhole (4' dia.) under asphalt pavement or natural ground, 5 Type C manholes (4' dia.) under asphalt pavement or natural ground, and 3 Type D manholes (4' dia.) under concrete pavement.

    2.1.8. Construct Outfall at Port of Beaumont including outfall structure, sheet pile coffer dam, concrete piles, reinforced concrete slab, headwall and wingwalls, and connections to proposed 10'x10' reinforced concrete box culverts.

    2.1.9. Construct 4 reinforced concrete junction boxes, including all connections to existing and proposed storm sewers, 4' diameter riser with C.I. ring & cover.

    2.2. SEGMENT 1 POTABLE WATER IMPROVEMENTS

    2.2.1. Provide water service control measures to maintain potable water service to existing water meters during construction.

    2.2.2. Construct approximately 1,078 LF of 2" through 20" waterline crossing proposed box culverts, including connection to existing and proposed waterlines, testing and disinfection.

    2.2.3. Construct approximately 1,912 LF of 6" and 8" waterline parallel to proposed box culverts, including connection to existing and proposed waterlines, testing and disinfection.

    2.2.4. Furnish and install approximately 16 - 2" gate valves, 1 - 4" gate valve, 17 - 6" gate

    2.2.5. valves, 8 - 8" gate valves, 6 - 12" gate valves, and 4 - 20" gates valves, including adjustable cast iron valve box & cover, concrete valve pad and thrust blocking.

    2.2.6. Construct approximately 14 near side water service connections and 18 far side water service connections on the new parallel water lines.

    2.2.7. Construct approximately 36 LF of 12" x ¼" steel casing.

    2.2.8. Construct temporary 2" water line along the south side of Blanchette Street.

    2.3. SEGMENT 1 SANITARY SEWER IMPROVEMENTS

    2.3.1. Provide sanitary sewer service control measures to maintain sanitary sewer service to existing connections during construction.

    2.3.2. Construct approximately 631 LF of 4" through 12" sanitary sewer crossing proposed box culverts, including connection to existing and proposed sanitary sewers.

    2.3.3. Construct approximately 1,402 LF of 6" and 8" sanitary sewer parallel to proposed box culverts, including connection to existing and proposed sanitary sewers.

    2.3.4. Construct approximately 78 LF of 12" x ¼" and 15" x ¼" steel casing.

    2.3.5. Construct approximately 2 near side sanitary sewer connections and 2 far side sanitary sewer connections on the new parallel sanitary sewer lines.

    2.3.6. Construct approximately 20 Type A manholes (4' dia.) under natural ground and 12 Type A manholes (4' dia.) under concrete pavement.

    2.4. SEGMENT 1 PAVING IMPROVEMENTS

    2.4.1. Remove existing concrete and/or asphalt pavement, including concrete curbs and base material.

    2.4.2. Construct approximately 5,011 SY of 1O" concrete pavement with 8" compacted limestone base, including standard concrete curb.

    2.4.3. Construct approximately 7,513 SY of 7" concrete pavement with 6" compacted limestone base, including standard concrete curb.

    2.4.4. Construct approximately 10,297 SY of 6" Concrete pavement with 6" compacted limestone base, including standard concrete curb.

    2.4.5. Construct approximately 1,150 SY of 3" HMAC pavement, in two lifts, with 6" compacted limestone base, including all required embankment.

    2.4.6. Construct approximately 71 reinforced concrete curb ramps.

    2.4.7. Construct approximately 500 SY of 4" reinforced concrete sidewalks.

    2.4.8. Construct approximately 2,048 SY of 4" reinforced concrete driveways.

    2.4.9. Construct approximately 178 SY of 2" HMAC driveways, including 6" compacted limestone base.

    2.5. SEGMENT 1 MISCELLANEOUS

    2.5.1. Restore existing surface outside of paved areas, including fine grading and sodding.

    2.5.2. Remove existing shrub bushes and trees within the street right-of-way.

    ADDITIVE BID ITEMS - The following Additive Bid Items include all items of work necessary for Segment 2 and Segment 3 drainage improvements, and includes, but is not limited to the following:

    2.6. SEGMENT 2 DRAINAGE IMPROVEMENTS

    2.6.1. Construct approximately 717 LF of 18" through 30" diameter storm sewer, including all connections to existing and proposed storm sewer.

    2.6.2. Construct approximately 671 LF of 12'x6' reinforced concrete box culvert by open cut, including removing existing utilities, and temporary surface restoration.

    2.6.3. Construct approximately 2,949 LF of 12'x8' reinforced concrete box culvert by open cut, including removing existing utilities, and temporary surface restoration.

    2.6.4. Construct approximately 1,056 LF of 12'x1O' reinforced concrete box culvert by open cut, including removing existing utilities, and temporary surface restoration.

    2.6.5. Construct approximately 311 LF of E-80 12'x8' reinforced concrete box culvert by jacking and boring under UP railroad right-of-way, including bond breaker plate, joint restraints, and compliance with UP railroad requirements.

    2.6.6. Construct approximately 2 surface inlets, and 2 standard back of curb catch basins.

    2.6.7. Construct approximately 1 Type B manholes (4' dia.) under concrete pavements, 10 Type B manhole (4' dia.) under asphalt pavement or natural ground, 2 Type C manholes (4' dia.) under asphalt pavement or natural ground, and 3 Type D manholes (5' dia.) under concrete pavement.

    2.6.8. Construct 2 reinforced concrete junction boxes, including all connections to existing and proposed storm sewers, 4' diameter riser with C.I. ring & cover.

    2.7. SEGMENT 2 POTABLE WATER IMPROVEMENTS

    2.7.1. Provide water service control measures to maintain potable water service to existing water meters during construction.

    2.7.2. Construct approximately 568 LF of 2" through 20" waterline crossing proposed box culverts, including connection to existing and proposed waterlines, testing and disinfection.

    2.7.3. Construct approximately 1,575 LF of 8" waterline parallel to proposed box culverts, including connection to existing and proposed waterlines, testing and disinfection.

    2.7.4. Construct approximately 225 LF of 8" waterline by jacking and boring under the UP railroad right-of-way, including steel casing, connection to proposed waterlines, testing and disinfection, and compliance with the UP railroad requirements.

    2.7.5. Furnish and install approximately 6 - 2" gate valves, 15 - 6" gate valves, 12 - 8" gate valves, 2 - 12" gate valves, and 2 - 20" gates valves, including adjustable cast iron valve box & cover, concrete valve pad and thrust blocking.

    2.7.6. Construct approximately 15 near side water service connections and 15 far side water service connections on the new parallel water lines.

    2.7.7. Construct approximately 54 LF of 12" x ¼" steel casing.

    2.7.7. Construct approximately 1 fire hydrant.

    2.8. SEGMENT 2 SANITARY SEWER IMPROVEMENTS

    2.8.1. Provide sanitary sewer service control measures to maintain sanitary sewer service to existing connections during construction.

    2.8.2. Construct approximately 356 LF of 8" through 12" sanitary sewer crossing proposed box culverts, including connection to existing and proposed sanitary sewers.

    2.8.3. Construct approximately 30 LF of 12" x ¼" and 15" x ¼" steel casing.

    2.8.4. Construct approximately 10 Type A manholes (4' dia.) under natural ground and 2 Type A manholes (4' dia.) under concrete pavement.

    2.9. SEGMENT 2 PAVING IMPROVEMENTS

    2.9.1. Remove existing concrete and/or asphalt pavement, including concrete curbs and base material.

    2.11.3. Construct approximately 2 Type B manholes (4' dia.) under asphalt pavement or natural ground.

    2.11.4. Construct 5 reinforced concrete junction boxes, including all connections to existing and proposed storm sewers, 4' diameter riser with C.I. ring & cover.

    2.12. SEGMENT 3 POTABLE WATER IMPROVEMENTS

    2.12.1. Provide water service control measures to maintain potable water service to existing water meters during construction.

    2.12.2. Construct approximately 11O LF of 2" through 6" waterline crossing proposed box culverts, including connection to existing and proposed waterlines, testing and disinfection.

    2.12.3. Furnish and install approximately 2 - 2" gate valves and 4 - 6" gate valves, including adjustable cast iron valve box & cover, concrete valve pad and thrust blocking.

    2.13. SEGMENT 3 SANITARY SEWER IMPROVEMENTS

    2.13.1. Provide sanitary sewer service control measures to maintain sanitary sewer service to existing connections during construction.

    2.13.2. Construct approximately 190 LF of 6" through 1O" sanitary sewer crossing proposed box culverts, including connection to existing and proposed sanitary sewers.

    2.13.3. Construct approximately 310 LF of 6" sanitary sewer parallel to proposed box culverts, including connection to existing and proposed sanitary sewers.

    2.13.4. Construct approximately 44 LF of 12" x ¼" and 15" x ¼" steel casing.

    2.13.5. Construct approximately 4 Type A manholes (4' dia.) under natural ground and 2 Type A manholes (4' dia.) under concrete pavement.

    2.14. SEGMENT 3 PAVING IMPROVEMENTS

    2.14.1. Remove existing concrete and/or asphalt pavement, including concrete curbs and base material.

    2.14.2. Construct approximately 818 SY of 6" Concrete pavement with 6" compacted limestone base, including standard concrete curb.

    2.14.3. Construct approximately 3,063 SY of 3" HMAC pavement, in two lifts, with 6" compacted limestone base, including all required embankment.

    2.14.4. Construct approximately 144 SY of 2" HMAC driveway transitions, including 6" compacted limestone base.

    2.15. SEGMENT 3 MISCELLANEOUS

    2.15.1.Restore existing surface outside of paved areas, including fine grading and sodding.

    3. SPECIAL CONDITIONS

    3.1. The Contractor shall coordinate the construction schedule with the Owner prior to commencing work, and shall pay close attention to the project schedule to ensure that the work is completed in a timely manner.

    3.2. The Contractor will be required to coordinate construction with existing private utilities, including but not limited to CenterPoint, Entergy, AT&T, and Spectrum.

    3.3.   The Contractor will be required to coordinate with Tolunay-Wong Engineers (TWE), the Geotechnical Engineer of Record (GER), for the construction across the CPKC railroad right-of-way.

    3.3. The Contractor shall coordinate construction with City of Beaumont Water Utilities regarding water and sanitary sewer system utilities.

    3.4. The Contractor shall refer to the City of Beaumont's Ordinances; Sec. 28.04.007 Performance Standards, regarding construction noise within a residential area prior to commencing work on this project.

    3.5. The Contractor shall complete the City of Beaumont Water Utility Service Agreement for Fire Hydrant Construction Meters.

    3.6. The Contractor shall comply with the City of Beaumont Oversized Load Permit Provisions, refer to https://www.beaumonttexas.gov/385/Permit-Information .
