    The purpose of this RFP is to solicit proposals from qualified suppliers to provide support to the Ohio Department of Job and Family Services (ODJFS), Office of Financial and Monitoring Services (OFMS) efforts to ensure federal compliance, improve cost allocation methodologies, strengthen data integrity, and build internal capacity for in-house management of the agency’s Cost Allocation Plan. Proposals must clearly demonstrate the vendor’s capability of providing services as described in this RFP. OFMS is responsible for developing and maintaining a Cost Allocation Plan that remains in compliance with federal and state guidelines. While the current plan meets compliance requirements, opportunities exist to improve processes, strengthen practices, and foster innovation. Due to limited staff capacity, OFMS has faced challenges in implementing transformative improvements. This RFP seeks a vendor capable of providing expertise, tools, and training to address these gaps and support OFMS in creating a robust, efficient, and compliant cost allocation framework. The selected contractor will deliver a comprehensive set of services in three distinct phases designed to improve methodologies, implement new processes, and transfer knowledge to ensure long-term sustainability: Phase 1: Methodology Assessment and Enhancement Compliance Review Data Analysis & Methodology Improvement Phase 2: Process Implementation and SOP Development Implement Enhanced Processes Operational Integration Phase 3: Knowledge Transfer and Transition Training and Capacity Building Transition of Responsibilities This phased approach ensures that ODJFS not only immediately ensures maintained compliance and process improvements but also builds internal capacity for continued success.
