The City of Sierra Vista has the occasional need for small “vertical” construction services involving City buildings. Work may include but is not limited to small additions to existing City buildings, construction of new small buildings such as free-standing restrooms and storage areas, renovations of existing facilities to meet user needs and requirements, repairs from storm events or other damage, and assistance with emergency call-outs as needed to prevent further facility damage. The value of projects completed under this RFQ will vary but is anticipated to be a maximum of approximately $500,000 per project. Successful contractors will be responsible for drafting a scope of work for requested projects in close coordination with City staff, and after the scope is accepted, submitting a cost proposal for the work. The City reserves the right to solicit bids or request quotes for any project separately from this RFQ, and the offering of a contract under this RFQ is not a guarantee of work.
The City of Sierra Vista utilizes a variety of different funding to include federal grants from CDBG, FTA, FAA and other state and local agencies. Federal grants require additional requirements and documentation. In order to qualify to work on federally funded projects, all questions in the Vendor Response must be submitted, even if they are marked optional. Respondents may submit a response for non-federally funded projects by responding to all required questions. Preference may given to respondents who are able to meet the requirements of the federal projects in the form of higher scores in the Evaluation Criteria.
The City expects a majority of projects awarded from this effort to be from the general fund and not subject to federal requirements.

Contractor shall list their current and active Arizona Registrar of Contractors (ROC) license classification(s) and provide copies of each license.
Contractor shall describe the structure of their project team and identify key personnel who will be assigned to Sierra Vista, including their roles, qualifications, and experience.
Contractor shall describe their company’s available labor, equipment, and subcontractor resources, and how they support the City of Sierra Vista’s needs. Ability to work on federally funded projects is a plus.
Contractor shall describe their experience providing general construction and facility maintenance services to entities of similar size and scope. The narrative must thoroughly describe how the Contractor has supplied expertise for similar contracts and must include the extent of their experience, expertise, and knowledge as a contractor. Contractor shall describe their process for reviewing, pricing, and responding to Job Orders. Contractor shall explain their approach to developing cost proposals, preparing detailed scopes of work, establishing project schedules, and coordinating inspections and approvals.
