Job Order Contracting (JOC) RFP

The Ontario International Airport Authority (OIAA or Authority) is looking to enter into a Job Order Contract (JOC) agreement with one (1) or more qualified vendors.             

It is the intent of Ontario International Airport Authority (OIAA or Authority) to award one (1) or more Job Order Contract (JOC) General Engineering Contracts (A License) under the Best Value Job Order Contracting delivery method. OIAA will determine the contractor by their ability to comply with the administration requirements, their ability to demonstrate experience, competence to manage, and disclose their safety records. The Best Value Contractor(s) will be selected based on a combin0ed qualification score and the lowest bid amount per California Public Contract Code Section 20155.3.

A Job Order Contract (JOC) is a competitively solicited, firm fixed priced, indefinite quantity contracts, to be awarded under the best value codified in California Public Contract Code Section 20155 et seq. The awarded Proposer(s) may perform work on individual Projects at different locations and facilities under the jurisdiction of OIAA. The work may consist of repair, alteration, modernization, maintenance, rehabilitation, etc., of buildings, structures, or other real property.

 Successful Proposer(s) will be expected to provide coverage on a wide array of projects and will be assigned work by OIAA on an as needed basis. As work is assigned the successful Proposer(s) will build proposals utilizing the Construction Task Catalog®. The Contract Documents include the Construction Task Catalog® which contains Pre-priced Tasks for construction work with preset Unit Prices. All Unit Prices are based on local labor, material and equipment costs and are for the direct cost of construction.
