    Description

    The New York State Department of Environmental Conservation (Department) is seeking a Contractor qualified to develop, implement, and assist in executing a statewide Job Order Contracting (JOC) program. The objective of the program is to enable the Department to rapidly engage contractors to perform construction services. The Contractor must be capable of developing a full set of customized JOC documentation, including a Unit Price Book containing no fewer than 60,000 individual construction tasks along with unit prices, technical specifications, and contractual terms and conditions. The Contractor must provide a comprehensive computerized, web based JOC Management Information and Support System (JOC System), including training and training materials, and must provide technical support with qualified staff having previous JOC experience. Pursuant to the State Finance Law Sections 139-j and 139-k, this IFB includes and imposes certain restrictions on communications between a Governmental Entity and a Potential Bidder during the procurement process.
