The New York State Department of Environmental Conservation (Department) is seeking a Contractor qualified to develop, implement, and assist in executing a statewide Job Order Contracting (JOC) program. Pursuant to the State Finance Law Sections 139-j and 139-k, this IFB includes and imposes certain restrictions on communications between a Governmental Entity and a Potential Bidder during the procurement process.
