    Description

    The City of Flagstaff (Owner) is seeking Statements of Qualifications (SOQs) from Arizona licensed architects (Firm) to provide professional Architectural services (Project), including:

    1. Provide complete architectural design services for a housing masterplan and a public safety campus. The design will consist of Architectural services to master plan the 27-acre site for housing units to serve local residents, as well as a public safety campus.
    2. Prepare design plans, specifications, special provisions, bid schedule, engineers estimate, and all necessary procurement documents associated with the Project.
    3. Work with the Owner and the selected Construction Manager At-Risk (CMAR) Contractor during the design and construction of the selected improvements as a Capital Improvement Project.

    Wherever the word "Firm" is used in this Request for Statements of Qualifications (RSOQ), it will mean each or any of the individuals, firms, partnerships, or corporations, submitting an SOQ for Architectural services being sought by the Owner for this Project. All qualified Firms interested in providing the required services are invited to submit their SOQs that comply with the requirements specified in this RSOQ.

    The selected Firm will be expected to enter a base Contract for Professional Services (Contract). The Contract will be awarded at the Owner’s discretion. Contracted services and associated fees will be negotiated after a qualified Firm is selected.

     

    GENERAL INFORMATION

    The City is requesting Architectural services to master plan the 27-acre site for housing units to serve local residents, as well as a public safety campus. The housing master plan for the housing sites should include a variety of housing types, such as missing middle, multi- and single-family, as well as associated community amenities, while also maximizing the number of units and various densities required by City zoning. The City previously had three draft concepts prepared for the site and are included in Attachment D to this Solicitation. 

    The Owner invites interested Firms with demonstrated experience in project management and planning and design of housing and public safety projects to submit a written SOQ presenting its qualifications to conduct the Architectural services required to prepare design plans and provide application for approval.

    Background

    Project Background and History

    The City owns a 27-acre site (APN 10510176) designated for affordable housing on the north side of John Wesley Powell Boulevard, approximately three quarters of a mile east of Lone Tree Road as shown in Attachment C to this Solicitation. A portion of the property is to be used for the public safety campus. 

    Architectural services for the design of the public safety campus is also required. The buildings on the campus will be separate and include the following: 

    • Fire Station #7 (approx. 14,000 sq. ft.) and include four (4) bays, kitchen & day room, eight (8) bunk rooms, six (6) Jack and Jill bathrooms, exercise room, medical examination room, laundry room, turnout gear room, two (2) offices with three (3) work stations, decontamination/extractor room, storage room, work room and bench, SCBA room, Battalion Chief Quarters: two (2) battalion chief bunk rooms, bathroom, battalion chief office, kitchen, laundry and battalion chief vehicle bay. 
    • Fire Administration (approx. 8,000 sq. ft.) and include Fire Chief office, three (3) Deputy Chief offices, fifteen (15) additional offices, large 20-person and small 10-person, meeting rooms, kitchenette/lounge foyer/entry, plan review room, storage room, public and staff bathrooms. 
    • Police Substation (approx. 8,000 sq. ft.) and include two (2) lieutenant offices, adequate workstation space for supervisors and administrative personnel, a briefing room that can accommodate at least twenty (20) officers, and dedicated space for an RTCC/RTCTC console to support real-time operations. Essential amenities include staff restrooms, sufficient locker space for assigned personnel with room for growth, breakroom and an exercise area to support the department’s pre-shift wellness hour. The substation must also contain secure report-writing stations, evidence drop lockers, storage for patrol equipment and IT/radio infrastructure, and a small armory or secure weapons storage area. Fleet needs include parking for at least twenty (20) patrol vehicles and two (2) secure garage bays for vehicle upfitting, temporary storage, and weather-protected operations. A small public lobby with controlled access and appropriate security measures is also required. 

    Zoning for the public safety campus will need to be analyzed for the maximum use of the site. 

    The master planning for the parcel will need to address common space, various housing types, street and infrastructure aspects as well. The housing and public safety campus aspects of the Project need to be planned and designed in tandem. An example of this wholistic planning is attached as Attachment D. Lastly, the parcel will also need to have a potable bulk water filling station for residents to come and fill water tanks, trailers, and trucks.

      The primary objectives the Owner needs to accomplish with these professional Architectural services include the following:

      1.   The delivery of complete plans, specifications, special provisions, bid schedule, engineers construction estimate, and all necessary procurement-related documents for master planning the entire site as well as planning and designing the fire and public safety campus.  

      2.  Selected Firm shall conduct staff review meetings at the 30%, 60%, 90% and Final Plans.

      3.   The option to bring in a CMAR contractor at the 60% stage will be maintained if the City elects to pursue CMAR delivery method.

      4.   Design shall be consistent with the City of Flagstaff planning, zoning, and engineering standards.

      5.   Final Design Plans – Firm shall provide the Final Plans, Specifications and Reports by TBD with Project managers upon award.

      6.   Project Execution and Construction – work with the Owner and CMAR Contractor during the construction phase and post-design close-out including ADEQ approvals of construction and as-builts.

    Q (No subject): Does the City foresee a need for geotechnical and/or environmental services as part of this project?

    A: At this time, the City foresees the benefit of scoping geotechnical services to help with design, but that is at the discretion of the architect.


    Q (Residential Scope): The RSOQ references preparation of a housing master plan for the 27-acre site including various housing types. Could the City clarify the expected level of detail for the residential component? Specifically, beyond master planning and site planning, should the scope include conceptual residential layouts (e.g., building massing or unit configurations), or remain focused on site planning and density allocation? With respect to the three draft concept plans provided in Attachment D, should the selected firm treat these as baseline concepts to refine, or is the expectation that the firm develop new planning concepts for the site?

    A: The selected consultant will work with City Staff to provide a housing master plan and Public Safety Complex on the 27-acre parcel. Site planning, density allocation, zoning, etc. may be included in the scope of work. The concepts provided are examples only.

    Q (General Question): General Information: The City of Flagstaff is issuing this SOQ. Is there a separate Housing client? Will a developer contract directly with the City

    A: The City of Flagstaff is the Housing client for the RSOQ. While it is possible that the City may ultimately contract directly with a developer, it is undetermined at this time.


    Q (General Information): General Information: Will one of the two provided conceptual plans be the basis of design, or will the selected team create entirely new site plans?

    A: The concepts provided are examples only.


    Q (General Information): General Information: Do resumes count towards the total page count?

    A: No it does not count to page count. The COF does require the resumes to be no more than three pages each and no more than three (3) resumes to be added as an attachment.


    Q (Scope of Services): Scope of Services, TASK 100 – PROJECT MANAGEMENT & MEETINGS, Task 100: Do the 30/60/90 documentation milestones apply to the housing units, or do they only apply to the site plans and Public Safety buildings?

    A: The 30/60/90 stage plans refer to the civil plans and Public Safety Buildings.

    A: Section C in the Evaluation Criteria (page 17) reads "Project Team"; however, this section is requesting project experience and examples not details of project teams. Please share infrastructure projects in this section, not team members or personnel.

    A: Please provide examples of either type of facility. If your firm has experience building a dual-type project like the requested, then ideally there would be two examples of this dual-type. However, each firm should strive to provide their best examples that most closely relate to the scope of this RSOQ.

    A: The selected consultant will work with City Staff to cultivate a housing master plan. The concepts provided are examples only.

    A: The consultant that is selected by the RSOQ Committee will work with City Staff to scope the level of community engagement necessary.


    Q (Design Fee): Does the 100% design fee include, community engagement, FFE, offsite utility design, geotechnical, survey, any rezoning or PLAT development, equipment.

    A: The scope of work will be finalized after the consultant firm is selected. The Public Safety Complex will progress through the 100% construction documents.
