    The Professional Development Program (PDP), through the fiscal management of The Research Foundation for State University of New York, is under contract to the Office of Employee Relations (OER) to provide the Public Service Workshops Program (PSWP), which provides training for Public Employees Federation (PEF)-represented, Management Confidential (M/C), and Civil Service Employees Association (CSEA)- represented employees. For the period of July 1, 2026, through December 31, 2027, PSWP will be scheduling training services for the New York State (NYS) workforce. This request for Proposals (RFP) is intended to identify a vendor who can deliver structured multiple-day Labor/Management Committee training workshops with information and techniques on effective communication skills, as well as respect in the workplace best practices. A brief overview of basic labor relations principles and committee organization will be given. The focus of the workshop will center on effective communication and conflict resolution skills including listening versus hearing, communicating when in conflict, breaking the cycle of mistrust, and how to handle difficult situations such as lack of focus and lack of respect. Agenda building and how to run successful meetings should also be covered. (Please note there will be a half-day assessment for Labor and a halfday assessment for Management before each workshop.) The identified vendor will deliver Labor/Management Committee (LMC) Training based on the description and objectives described in this RFP.
