    Request for Proposal 2026-RFP-010 STX Lagoon Street Complex Furniture The Virgin Islands Housing Finance Authority (“VIHFA” or “Authority”) is soliciting proposals from qualified furniture vendors to assess, recommend, furnish, deliver, and install office furniture for the VIHFA Lagoon Street Complex. VIHFA has identified a need to outfit several offices and related administrative areas with functional, durable, and professional commercial-grade furniture. At the time of issuance of this Request for Proposals, VIHFA has identified the furniture supply needed, but has not finalized the office layout, exact furniture configurations, dimensions, or final placement of all items. Accordingly, VIHFA is issuing this solicitation as a Request for Proposals in order to obtain vendor expertise in space planning, furniture recommendations, product selection, and installation. This Request for Proposal (RFP) is issued on April 17, 2026, through VIHFA’s IonWave e-Procurement System. All proposals, questions, communications, and addenda related to this solicitation shall be submitted and accessed exclusively through the IonWave portal at https://vihfa.ionwave.net. Proposals must be submitted electronically no later than May 15, 2026 at 4:00 PM Atlantic Standard Time (AST). A mandatory site visit will be conducted on May 4, 2026 at 100 Lagoon Complex Ste. 4 St. Croix. The purpose of the site visit is to allow Respondents to observe existing conditions, understand spatial constraints, and make informed determinations regarding appropriate furniture types, quantities, and configurations. All questions concerning this must be submitted in writing through the IonWave e-Procurement System no later than May 8, 2026 at 11:59 PM AST. The Authority retains the right, at its sole discretion, to reject any or all responses to this RFP, in whole or in part; to waive any informalities, technicalities, or omissions contained therein; and/or to cancel this procurement process at any time. Furthermore, the Authority reserves the right to reject any response if a parent, subsidiary, affiliate, or predecessor in interest of the Respondent, or any proposed subcontractor or supplier included in the response, has pending litigation or claims against the Authority, should the Authority determine that such matters may adversely affect the ability of the parties to collaborate effectively under this IFB, or for any other reason as deemed appropriate by the Authority. Any responses subject to rejection will be returned to the respective Respondent.
