    Description

To implement the recommendations in the Sea Level Rise Action Plan, the Wastewater and Water Systems Climate Action Plan, LHMP, and the CIP, the City is soliciting proposals for a consultant to prepare a Laguna Flood Resilience Study (“Study”), which will include building a watershed drainage model of the Laguna Watershed and storm water system; analyzing existing and future flood risks with climate change; identifying priority adaptation options including storm drain capacity improvements, Laguna Pump Station Facility and tide gate improvements, and green infrastructure; and analyzing the effectiveness of the adaptation options. The Study, focusing just on the Laguna Watershed, will be the first step toward the City’s future development of expanded flood modeling of the City’s four main Watersheds and the development of a Citywide Master Drainage Plan. The Study will be partially funded by the Coastal Conservancy grant for the Wastewater and Water Systems Climate Adaptation Plan, and the consultant and contract must conform to the conditions governing the grant. It is possible that the City’s Measure B Funds may also be available for aspects of the Study that meet Measure B funding criteria and Creeks Division goals.
