    Description

    The Villages Community Development Districts are requesting proposals from qualified firms to provide comprehensive landscape and irrigation maintenance services for Lake Sumter Landing, the Village of Spanish Springs, District 8, and portions of Sumter Landing within District 8. The selected contractors will be responsible for maintaining turf, trees, shrubs, annual flower beds, irrigation systems, and overall site cleanliness to ensure these highly visible community areas remain safe, attractive, and well cared for. All labor, equipment, materials, and supervision necessary to meet the District’s maintenance standards must be provided by the contractor.

    The scope of work is extensive and includes routine mowing and edging, pruning, fertilization, pest and disease management, irrigation system monitoring and repair, seasonal color rotations, and debris removal. Special attention is required in high-traffic town center areas to maintain cleanliness, safety visibility, and proper landscape presentation. Contractors must follow detailed horticultural standards, irrigation performance requirements, and safety regulations to ensure consistent quality and long-term landscape health.

    Q (Location): Of the mentioned places, could you provide a specific address to be able to examine the work area?

    A: Per the solicitation documents, you can visit any of the listed properties.


    Q (Irrigation Repairs as part of monthly irrigation maintenance): Are any irrigation repairs inclusive to the regular contract, to be accomplished monthly as part of the monthly irrigation inspections and testing?

    A: Irrigation repairs are not inclusive of the monthly inspections but adjustments of equipment are. During the inspections minor repairs are to be made. Parts like heads and nozzles can then be billed to the purchase order that is issued.


    Q (Annual flower pots irrigation): Do all annual flower pots currently have functional irrigation? If so, are there any limitations on irrigation watering for the annual flower pots? Presumably, it would be ideal that the pots could receive irrigation water as much as necessary to have them thrive well and not need supplemental hand watering.

    A: No. Pots do not have irrigation. Please refer to section 8.4 in the scope of work.


    Q (Current and immediate prior contracts for all areas): Can you please provide the current and most immediate prior contracts for all areas, to include amendments and follow-on option extension years, if applicable.

    A: Please see Addendum #1.


    Q (Palm pruning): Is all palm pruning included in the regular contract? If so, what is the height limitation on contract palm pruning, if applicable? Is any palm pruning expected to be accomplished outside of the ongoing regular agreement?

    A: Palm pruning is not part of the contract.


    Q (Bahia turf agronomic inputs): Is all bahia turf expected to receive regular agronomic inputs? Despite what may be horticulturally acceptable for the plant itself, as per University of Florida, any fertilizations of bahia turf are actually not necessary for the plant to thrive and further can harm surface and ground water resources and aquatic flora and fauna with excessive runoff nutrients, when it's not necessary. Some spot insect controls, when necessary, to control turf damaging insects, is all that is really necessary. These questions come from the perspective of limiting unnecessary chemical applications for surface and ground water resources and maintaining healthy aquatic life.

    A: No, bahia turf is to receive minimal agronomic inputs. Please see Addendum #3 for clarification.


    Q (2026-2027 Fiscal Year Budgets): What are the current budgets for this fiscal year for all areas to include all landscape items, base contracts plus any expected outside of regular contract items? Can you please also provide and share the same for next fiscal year as well?

    A: The following totals include base contract, irrigation repairs and plant replacements Spanish Springs - $358,962 Lake Sumter Landing - $580,840 District 8 with SLCDD Portions - $375,616 Next year's budget has not been finalized at this time.


    Q (No subject): As different areas are mentioned, could a proposal be made for a specific one?

    A: Please see Addendum #2 in reference to the Proposal form notes "Pricing Requirements for All Line Items" and Addendum 3 in reference to the Required Documents Checklist for clarification.


    Q (2026 Fiscal Year Budget): Could you please provide the current base contract budgets (excluding any plant replacements and irrigation repairs) for this fiscal year across all areas?

    Q (Special Conditions Pricing):

    A: Under 8.4 Special Conditions it states, ‘Parking lots, courtyards, sidewalks, and adjoining cart paths shall be kept clean and debris-free daily (weekdays) and completed by 9:00AM.’ Where would The Villages Community Development Districts like to see that cost reflected as there is no category in the Group A or Group B proposal forms to input that cost. The existing categories and associated square yards given for each category do not seem to account for the square yards of the parking lots and sidewalks that encompass LSL and VOSS. Please see Addendum #3 8.4 Special Condition - Hard Surface Debris Maintenance.

    A: Yes, It is the market square on the LSL proposal form
