    Description

    The City of South San Francisco (“City”) is soliciting proposals from qualified Firms/Contractors (“Contractor”) to provide specialized landscaping maintenance services throughout the City. The requested services contemplated under this Request for Proposals (“RFP”) consist of providing landscaping services, including but not limited to providing qualified horticultural supervision, furnishing all labor, materials, equipment and transportation required to properly maintain and enhance the City’s specified landscaped properties in an attractive condition, and providing other work as detailed in the Scope of Work. The proposals submitted in response to this RFP will be used as the basis for selecting a Contractor to complete the Scope of Work.

    Background

    The City contracts out for certain specialized landscape maintenance services throughout the City. These specialized contracted services are necessary to keep up with the extensive and varied landscape maintenance responsibilities of the City in order to maintain safety and aesthetic objectives. Over the years, the City’s landscaping maintenance requirements have changed and the City is now seeking proposals for specialized landscaping services for specified locations and service levels. These specified locations include medians, streets, hook ramps, parks, green spots and facility landscapes. The City seeks innovative landscaping companies that implement current landscape techniques with a focus on sustainability, pollinator habitat care, a proactive IPM approach, SB1383 compliance, and adoption of electric maintenance equipment.

    Evaluation Criteria

    • Ability to demonstrate completion of a satisfactory schedule complete the project based off scope of services in Attachment A and B. (20 pts)

      Provide a projected schedule of maintenance for the areas and frequencies listed in Attachment A while achieving the standards described in Attachment B.

    • Ability to Demonstrate Experience, Reliability, and Qualifications in Completing Similar Projects (20 pts)

      Qualifications of project staff (particularly key personnel such as the project manager), key personnel’s level of involvement in performing related work and the team’s experience in maintaining schedule. Expansion on and provide examples of experience working on similar sized projects.

    • Demonstration of knowledge pertaining to current trends, laws, and maintenance techniques to promote sustainable landscapes. (20 pts)

      Contractor should show knowledge of current regulations and trends in the landscaping industry. The City seeks a contractor who focuses on sustainability, pollinator habitat maintenance, understands SB1383 compliance, implements a comprehensive IPM plan, and is transitioning or has fully adopted electric equipment.

      The number of staff dedicated to this project is critical to the success of the project. Contractors who can propose the largest most experienced crew will be the most highly rated.
