The resulting data and analysis will form the basis for prioritizing capital improvements and optimizing operational performance.
This RFP outlines the scope of services, minimum qualifications, and proposal requirements. Respondents are invited to submit proposals that demonstrate their technical capabilities, project approach, and relevant experience in delivering inspection and condition assessment programs for complex pipeline systems.
On February 5th, 1999, the City of Tucson suffered its single, largest water transmission line failure in its history, causing approximately 38 million gallons of water to be drained from its largest reservoir, most of which ran through a nearby neighborhood. This single catastrophic failure cost the city approximately $5,000,000 in property and collateral damage and resulted in the condemnation of 12 homes. In response to the City's commitment to implementing a condition assessment program, Tucson Water implemented its own “Pipeline Protection Program” (PPP), which is now managed under the Operational Reliability Condition Assessment (ORCA) division for Tucson Water.

A: It is not mandatory to provide only projects/contracts within AZ and it is acceptable to include similar projects from other states as part of a response.

Experience and Qualification of Firm/Team, for Item 5: Based on the RFP, the AWWA standards and references to compliance, namely C300-22, C301-14 (R19), C303-24, and C304-14 (R24), appear to relate primarily to concrete pressure pipe and do not appear to address metallic watermains and/or asbestos cement (AC) watermains. Could the City clarify its intent regarding the applicability of these standards to the proposed scope?
A: In section 4.4 of the evaluation criteria, AWWA M77 is referenced which covers the metalic water mains and AC pipe noted in the question.

A: The proposal submittals would be accepted with the firms and/or individuals with licenses from Canada. However all firms who receive an Intent to award from the City shall attain any required State of Arizona Licenses and must have a City of Tucson Business License to work with the City of Tucson.

A: Experience can be submitted for any pipe material directly applicable to the inspection method the firm is bidding on.

A: Yes, TW large diameter is defined as ≥16". The range of inspection for this solicitaion is focused on the transmission mains 16'-96" but TW does understand that some of the technologies may be applicable to smaller diameter pipelines (depending on material) and may opt to employ such technolgies as needed.
