    PROJECT DESCRIPTION AND BACKGROUND SUBMISSION OF PROPOSALS The Lewis Museum seeks to contract a Lighting design and installation contractor, to update the RFLM’s old fluorescent lighting fixtures, modernize the BacNet devices, which are the more modern switches, from the severely outdated circuits and switches and computer software/firmware, that Facilities can communicate with onsite and remotely. SCOPE OF WORK Services to be Provided: The Consultant selected shall provide all services to complete the Total LED Lighting Renovation. Specifically, the Consultant selected will be required to complete the following tasks: 1. Pre-Installation Phase • Conduct a full site walk-through to verify fixture locations, types, quantities, ceiling heights, and access challenges. • Coordinate with the facilities manager for access and scheduling. • Provide product submittals for all LED fixtures and drivers to be used. • Verify electrical compatibility and voltage requirements. 2. Demolition and Removal • Safely disconnect and remove all fluorescent light fixtures. • Properly dispose of fluorescent tubes in accordance with EPA and local environmental regulations (mercury-containing lamp disposal). • Cap and secure old wiring safely if not reused. 3. Installation • Install new LED fixtures that match or improve upon current light levels. • Retrofit or replace existing ballasts and wiring as necessary. • Verify all fixtures are securely mounted and aligned. • Confirm fixtures meet all applicable electrical and fire safety codes. • Use existing junction boxes and raceways when possible to reduce cost. • Install appropriate dimmers or sensors if specified. 4. Testing and Commissioning • Ensure each fixture powers up and operates correctly. • Verify light levels meet or exceed previous levels. • Demonstrate control functionality where applicable (on/off, dimming, motion sensors). • Cleanup work areas and remove debris. 5. Closeout • Provide warranty documentation (manufacturer and contractor). • Submit as-built drawings if fixtures vary from original locations. • Provide a maintenance guide for installed fixtures. • Offer a training session for staff, if needed, on any new controls. Deliverables: • Final installation of LED fixtures across all designated areas • Final walkthrough and inspection • Warranty and maintenance documentation, plus BGE incentives Notes: • All work must be code-compliant (NEC, local jurisdiction) • All electrical work must be performed by licensed electricians • Coordination with museum/event staff is essential to avoid interruption In addition, provide approximate Energy Saving from BGE and basic savings for replacement of outdated fixtures Example; Example Calculation: Old Fluorescent Fixture (per unit): • 2 lamps @ 32W each + ballast draw (~10W) = ~74W per fixture New LED Fixture (per unit): • Direct LED replacement = ~30W per fixture (or less) Savings per Fixture: ~44W Example for Estimated Total Fixtures: • First Floor: 100 • Second Floor: 120 • Theater: 20 (select replacements) • Total: 240 fixtures Total Wattage Savings: 240 fixtures × 44W = 10,560W (10.56 kW) Assumed Operation Hours: 10 hours/day × 260 workdays/year = 2,600 hrs/year Annual Energy Savings: 10.56 kW × 2,600 hrs = 27,456 kWh/year Cost per kWh (est.): $0.12 Annual Cost Savings: 27,456 kWh × $0.12 = $3,294.72/year Contract Term – Contract amendments are required to modify the terms of the original contract for changes such as extra time, added work, or increased costs and must be done prior to expiration of the original contract. Only work within the original advertised scope of services shall be added by amendment to the contract. Materials and intangibles to be provided by The Lewis - Unless otherwise specified in this Contract, the Consultant shall provide all materials to complete the required work in accordance with the delivery schedule and cost estimate outlined in each task. Any materials, input, or other requirements requested from The Lewis must be specified. Conflict of Interest Requirements - Throughout the term of the awarded contract, any person, firm or subsidiary thereof who may provide, has provided or is currently providing services to a staff or board member of The Lewis must provide detail of that relationship and/or transaction. If a Consultant discovers a conflict during the execution of an assigned task order, the Consultant must immediately notify The Lewis regarding the conflicts of interest. Project Schedule – Timeline: • Start Date: 10April26 • Estimated Completion: 10July26 • Working Hours: Daily, M-F, 0800-1700, easier on Tues and Weds, museum closed to public APPENDIX A – PROPOSAL REQUIREMENTS These guidelines are provided for standardizing the preparation and submission Proposals by all Consultants. The intent of these guidelines is to assist Consultants in preparation of their proposals, to simplify the review process, and to help assure consistency in format and content. Proposals shall contain the following information in the order listed: Introductory Letter The letter shall be on Consultant letterhead and include the Consultant’s contact name, mailing address, phone number, and email address. The letter will address the Consultant’s understanding of the services being requested and any other pertinent information the Consultant believes should be included. All addendums received must be acknowledged in the transmittal letter. Consultant Information, Qualifications & Experience The Lewis will only consider submittals from consultants who demonstrate that they have successfully completed comparable projects. These projects must illustrate the quality, type, and past performance of the project team. Submittals shall include a detailed description of a minimum of three (3) projects within the past five (5) years which include the following information: Contracting agency Contracting agency Project Manager Contracting agency contact information Contract amount Funding source Date of contract Date of completion Consultant Project Manager and contact information Project Objective Project Description Project Outcome Organization and Approach Describe the roles and organization of your proposed team for this project. Indicate the composition of subcontractors and number of project staff, facilities available and experience of your team as it relates to this project. Provide up to three references for similar projects successfully completed. Describe your project and management approach. Provide a detailed description of how the team and scope of work will be managed. Describe the roles of key individuals on the team. Provide resumes and references for all key team members. Resumes shall show relevant experience, for the Project’s Scope of Work, as well as the length of employment with the proposing Consultant. Key members, especially the Project Manager, shall have significant demonstrated experience with this type of project, and should be committed to stay with the project for the duration of the project. Scope of Work Include a detailed Scope of Work Statement describing all services to be provided. Describe project deliverables for each phase of your work. Describe your cost control and budgeting methodology for this project. Provide responses to the following: Describe critical issues associated with the project and how you will address these. How cost and schedule could be minimized. Schedule of Work Provide a detailed schedule for all phases of the project and the proposing Consultant’s services including time for reviews and approvals. The schedule shall meet the Project Schedule shown in Appendix C, however, expedited schedules are preferred with justification for timeline feasibility. Conflict of Interest Statement The proposing Consultant shall disclose any financial, business or other relationship with The Lewis staff and/or members of the board of directors. Litigation Indicate if the proposing Consultant was involved with any litigation in connection with prior projects. If yes, briefly describe the nature of the litigation and the result. Expiration of Proposal The Consultant shall provide a brief statement affirming that the proposal terms shall remain in effect for ninety (90) days following the date proposal submittals are due. Cost Proposal The consultant performs the services stated in the contract for an agreed amount as compensation. Include a payment schedule, if applicable. Any other required expenses to be paid by The Lewis in relation to this contract should also be included. APPENDIX B – PROPOSAL EVALUATION Evaluation Process All proposals will be evaluated by The Lewis Selection Committee (Committee). The Committee may be composed of staff, members of the board of directors, and other parties that may have expertise or experience in the services described herein. The Committee will review the submittals and will rank the proposers. The evaluation of the proposals shall be within the sole judgment and discretion of the Committee. The Committee will evaluate each proposal meeting the qualification requirements set forth in this RFP. The selection process may include oral interviews. The consultant will be notified of the time and place of oral interviews and if any additional information that may be required to be submitted. Evaluation Criteria Proposals will be evaluated according to each Evaluation Criteria and scored on a zero-to-five-point rating. The scores for all the Evaluation Criteria will then be multiplied according to their assigned weight to arrive at a weighted score for each proposal. The Total LED Lighting Renovation will be partially or fully funded with money from the State of Maryland requiring the Consultant to follow all pertinent local, State, and Federal laws and regulations which includes registering to do business with the State of Maryland (if not already registered), agreeing to state requirements included in all contracts, and accepting payment directly from the State if applicable. The proposals submitted in response to this RFP will be used as a basis for selecting the Consultant for this project. The Consultant’s proposal will be evaluated and ranked according to the criteria provided in Appendix B, “Evaluation Criteria,” of this RFP. The Consultant’s attention is directed to Appendix A, “Proposal Requirements” for the content required in the proposal. The submittal requirements are as follows: electronic copy of the proposal in PDF format submitted through eMaryland Marketplace Advantage (eMMA). Proposals received after the time and date specified above may be considered or not based on our determination. This RFP does not commit The Lewis to award a contract, to pay any costs incurred in the preparation of a proposal for this request, or to procure or contract for services. The Lewis reserves the right to accept or reject any or all proposals received as a result of this request, to negotiate with any qualified Consultant, or to modify or cancel in part or in its entirety the RFP if it is in the best interests of The Lewis to do so. The prospective Consultant is advised that should this RFP result in recommendation for award of a contract, the contract will not be in force until it is approved and fully executed by The Lewis.
