CITY OF EUNICE, NEW MEXICO REQUEST FOR PROPOSALS (RFP) – LEGAL SERVICES The City of Eunice, New Mexico, is requesting sealed proposals from qualified attorneys or law firms to provide professional legal services on an on-call, as-needed basis. This is not a full-time position. The selected firm will serve as outside legal counsel to the City of Eunice. The contract will commence July 1, 2026, subject to City Council approval. Services may include, but are not limited to: advising the Mayor, City Council, and City Manager; drafting and reviewing ordinances, resolutions, and contracts; providing legal opinions and research; representing the City in litigation and administrative proceedings; handling employment, code enforcement, land use, and economic development matters; and other municipal legal services as needed. Qualified respondents must be licensed to practice law in the State of New Mexico. Experience in municipal law is preferred. Proposals must include qualifications, experience, billing rates, references, disclosure of conflicts of interest, and required procurement forms. The contract term will be one (1) year, with the option to renew annually for up to four (4) years. Compensation will be negotiated with the selected firm. The City reserves the right to reject any or all proposals.
