    Description

    Introduction and Purpose

    The County is seeking to retain law firms with significant experience representing public agencies to supplement the capacity of County Counsel to provide legal advice and litigation services for the County Liability Program, as well as for specialty areas listed below. The County’s Liability Program is administered by the County Risk Manager, in partnership with County Counsel, and it generally includes the following types of claims and lawsuits: tort, property damage, Section §1983 civil rights, dangerous condition of public property, sexual assault and molestation (“SAM”), and employment (e.g., wrongful termination, Equal Employment Opportunity Commission (“EEOC”) and Civil Rights Department (“CRD”)). The County also seeks proposals for legal representation as public entity risk pool/JPA/insurance coverage counsel. Qualified attorneys or law firms who have significant experience in one of the areas described herein are invited to submit proposals.

     

    Desired Goals/Objectives/Outcomes

    The County is seeking assistance in legal defense counsel and litigation services for the Liability Program as well as specialized services for public entity risk pool/insurance coverage counsel.

    The County is inviting the submission of competitive written proposals from qualified legal professionals (hereinafter referred to as “Proposer”) for the purpose of selecting several firms to provide legal counsel and litigation services to County Counsel and to represent the County in civil tort litigation. Through this RFP, the County intends to develop master agreements with those Proposers that the County determines are best qualified and most appropriate to serve the legal needs of the County on an as-needed basis.
