The State University of New York ("SUNY") Upstate Medical University ("Upstate") intends to make an award to an M/WBE vendor under our discretionary authority, which is up to $1,500,000.00, for a Third Party Reseller of the LinkedIn Learning Platform, pursuant to New York State ("NYS") Education Law §355(5)(a) which authorizes purchases without a formal competitive process in certain circumstances, from NYS small businesses and businesses certified pursuant to Article 15-A and Article 3 of the NYS Executive Law, and if applicable, from businesses selling commodities or technology that are recycled or remanufactured. A sealed bid will not be held. Please note, only NYS-Certified M/WBEs are eligible to participate in this procurement opportunity. This procurement is subject to NYS Finance Law (“SFL”) §§139 –j & –k, also known as the Lobbying Law, therefore, vendors are cautioned that the only permissible contact for this procurement is the individual(s) listed below. Contacting any other individuals at Upstate in connection with this advertisement may constitute a violation of SFL. Failure to comply with this requirement can range from no contract award to debarment from sales to any NYS agency. The successful contractor will be required to submit applicable documents related to Vendor Responsibility, NYS SFL §§139 –j & –k and NYS Tax Law Section 5-a. The successful contractor will be required to submit valid and current NYS Workers’ Compensation and Disability forms. Requirements: Contractor must be certified pursuant to Article 15-A of the New York State Executive Law. Contractor must be a New York State Certified Minority or Woman-Owned Business Enterprise. Contractor must be able to provide LinkedIn Learning platform. Contractor's platform must provide thousands of courses in subject areas such as Cloud Computing, Data Science, AI, Web and Software Development, Leadership and Management, Project Management, Human Resources, Customer Service, Performance Management, Marketing, and Professional Development. Contractor's platform must provide over 10,500 digital courses in English, 25,000+ across seven (7) native libraries, 13 platform interface languages, and subtitles in 46 langugages on all English-language courses and videos. Contractor must provide content from industry experts. Contractor's platform must provide a variety of learning formats, including tutorials for just-in-time learning, comprehensive courses, and in-depth learning paths to build mastery. Contractor's platform must provide customizable learning paths and role guides that map courses to subject curriculum and role requirements. Must highlight role requirements based on data and insights from LinkedIn's network of over one billion users. Contractor's platform must provide practice tools to reinforce skills and enhance retention, including integrated GitHub coding environments, CoderPad code challenges, exercise files, role-play, and quizzes. Contractor's platform must provide industry-validated professional certifications, continuing education units, and on-demand certification preparation content and practice exams. Contractor's platform must provide live, instructor-hosted broadcases several times a week where learners can tune into trending topic discussions, guest speakers, and participate in open Q&A by posting questions and comments. Contractor's platform must provide the ability to upload proprietary/custom content to create learning experiences unique to our institution. Contractor's platform must allow for our own company-promoted content on the learner homepage and custom branding to embed our organizations' culture and drive L&D initiatives. Contractor's platform must be browser-based and mobile responsive for access from any desktop or mobile device, and native mobile apps with optimized features for micro-learning and tracking daily learning. Contractor's platform must provide a learner management dashboard with engagement metrics, skills and career insights, and configurable reporting capabilities, including report scheduling and skills prioritization. Contractor's platform must provide insights on the careers employees are exploring for growth, transition, and promotion, how they're making progress, and data-driven content recommendations to support career goals. Contractor's platform must provide content ingestion from Learning Management Systems and popular content providers surfaced through LinkedIn's recommendation engine. Contractor's platform must provide integration into Learning Management Systems and support for Single-Sign On Authentication. Contractor's platform must not charge additional costs for integrations, implementations, support for all users, or mobile access.
