NOTICE REQUEST FOR PROPOSALS FOR Los Angeles County Care Community – Metropolitan State Hospital Permanent Supportive Housing Project LACDA25-028 Notice is hereby given that proposals will be received by the County of Los Angeles (“County”), acting through its agent the Los Angeles County Development Authority ("LACDA"), until 4:00 p.m. on May 2, 2025, (the “Submittal Deadline”) for the proposed Los Angeles County Care Community – Metropolitan State Hospital Permanent Supportive Housing Project (the “Project”). This will include furnishing all material and performing all work necessary as described in the Request for Proposals (RFP). Any references to the County shall also refer to the LACDA acting as the agent of the County. Proposers must attend a mandatory Pre-Proposal Meeting Tuesday, April 8, 2025, at 1:30 pm. Proposers must register for the Pre-Proposal Meeting by Thursday, April 3, 2025, by emailing Alicia Ledesma, Procurement Coordinator, at Alicia.Ledesma@lacda.org. All attendees are advised to wear shoes appropriate for walking uneven ground and building interiors and will receive a N95 mask to wear when inspecting the buildings. The location of the Pre-Proposal Meeting will be sent to registered attendees. A Request for Proposal (RFP) package containing all submission requirements will be available on Monday, March 24, 2025, and may be downloaded from https://solicitation.lacda.org/Solicitations.aspx., under “For Vendors – View Open Solicitations”. If you haven’t already registered to be a Vendor, please go to https://www.lacda.org/vendors/become-a-vendor to establish your account. Each Proposer shall submit one (1) proposal electronically via Universal Serial Bus ("USB") drive to the Los Angeles County Development Authority. Hard printed copies of proposals will not be accepted. Mailed electronic proposals must be received no later than 4:00 p.m. on May 2, 2025, and must be sent to: Alicia Ledesma, Procurement Coordinator Los Angeles County Development Authority Housing Investment and Finance Division 700 W. Main Street Alhambra, CA 91801 All proposals shall be labeled “Proposal for Los Angeles County Care Community – Metropolitan State Hospital Permanent Supportive Housing Project, LACDA25-028.” Any Proposer who wishes their response to be considered is responsible for making certain that it is received at the stated location and by the stated date and time. No physical, oral, facsimile, or telephonic proposals or modifications will be considered unless expressly specified to the contrary in subsequent written communication. Responses received after the scheduled deadline will be returned unopened. The County reserves the right to reject any and all proposals. This RFP is not a contract or commitment of any kind. The County is not liable for costs incurred in the preparation of any Proposer’s proposal. The County reserves the right to issue supplementary information or guidelines related to this RFP. Notwithstanding any other provisions herein, the County reserves the right to, in its sole discretion, waive minor technical deficiencies in the proposals.
