    Description

    Base Bid Work includes, but is not limited to, improvements on the inbound track (Track 1) in the vicinity of Summer–Best Station, between Stations 87+62 and 105+43, including: · Removal of existing Direct Fixation Fastener (DFF) assemblies and installation of new NFTA-furnished DFF assemblies. · Removal and replacement of 115 RE rail where indicated, including installation of insulated joints and field welding. · Concrete repairs within the tunnel as directed by the Engineer. · Application of penetrating type concrete sealer as specified. · Pre-construction and post-construction surveys. · Stray current testing prior to construction and upon completion of DFF and rail replacement work. Authority-furnished materials include: · New Direct Fixation Fastener (DFF) assemblies · New anchor inserts for DFF assemblies installation and standard anchor bolts · Head Hardened Rail The Contractor shall be responsible for transportation, handling, and installation of Authority-furnished materials. The Contract Documents may be examined in the 7th Floor Conference Room, 181 Ellicott Street, Buffalo, New York 14203 or on the NFTA’s Engineering Branch website at www.nftaengineering.com. Online registration is required to become a Document Holder and obtain Contract Documents. Copies of the Contract Documents may be requested from Cindy Cirbus at 716-855-7342 or fax 716-855-7447 or downloaded from the NFTA’s Engineering Branch website. The Contract Documents may be picked up Monday through Friday from 8 a.m. to Noon and 1:00 p.m. to 3:30 p.m. The NFTA reserves the right to waive irregularities, to reject any or all bids and to extend the bidding period. Bid security must accompany each bid and must be in an amount not less than ten percent of the total bid price if the base bid exceeds $50,000.00. Bid security may be submitted prior to bid opening either electronically utilizing Surety2000 at www.surety2000.com or delivered to the NFTA in an opaque sealed envelope. Details for electronic submission are provided on the NFTA’s Engineering Branch website. In the event a bidder utilizes an offline bid but provides bid security electronically the electronic bid bond number must be submitted with the offline bid. The Contractor shall perform not less than 40% of the work with its own forces. The time of completion for the project is 340 calendar days after receipt of the Notice to Proceed. Liquidated damages in the amount of $770 per calendar day will be assessed against the Contractor for its failure to complete the project within the time specified. The NFTA goals for this procurement are: New York State Certified Minority Business Enterprise (MBE) 10%, New York State Certified Women-Owned Business Enterprise (WBE) 15.0% and New York Certified Service Disabled Veterans Owned Businesses (SDVOB) 6.0%. A Pre-Bid conference will be held on March 11, 2026, 11:00 AM local time at the MTC, 1st Floor Conference Room, 181 Ellicott Street, Buffalo, New York 14203.
