    Description

    PURPOSE: The purpose of this Request for Proposal (RFP) solicitation is to establish a contract(s) for a Contractor to provide supplies, equipment, installation, changeouts, repairs, and maintenance of water treatment systems at residential, and small commercial or noncommunity public water supply wells throughout the State of Minnesota, on an as-needed basis for M-562(5) Contract Release. The water treatment systems will be used to filter out numerous contaminants identified by the Minnesota Pollution Control Agency (MPCA), the Minnesota Department of Health (MDH), and the Minnesota Department of Agriculture (MDA). Contract(s) awarded through this solicitation will be available to all State Agencies and Cooperative Purchasing Venture (CPV) members. Contractors are to provide a list of their proposed water treatment systems that meet specifications and needs of the Contract. Proposals are requested from Contractors that will provide furnish and installation of these systems. Please review the Exhibit C Specifications listed in the Sample Contract and Exhibits document attached to this solicitation Types of drinking water treatment systems that are requested but are not limited to: a. Granular Activated Carbon (GAC); b. Ion Exchange (IX); c. Reverse Osmosis (RO); d. Hybrid systems that may contain a combination of the above filter types; or e. New technologies. Virtual Pre-Proposal Meeting via Microsoft Teams will take place on December 19, 2025, at 10:00 a.m. CT. Attendance is optional. Responders must register in order to attend the virtual meeting. To register and receive the information for the virtual pre-proposal meeting, please contact Mandy Flum at mandy.flum@state.mn.us, with your name, company name, and email by December 18, 2025, at 3:00 p.m. CT. Once registration is received, you will be sent the virtual meeting information via email. QUESTIONS/CLARIFICATIONS: Any questions or clarifications in regard to the solicitation response will be made in writing to Mandy Flum, AMS, via email to Mandy.Flum@state.mn.us by January 5, 2026, no later than 4:00 PM CT. If a Responder discovers any significant ambiguity, error, conflict, discrepancy, omission, or other deficiency in the RFP, they must immediately notify the Buyer in writing of such error and request modification or clarification of the document. Responders are not to contact anyone within any other State Agency regarding this solicitation. The State is not obligated to answer questions submitted after the questions/clarifications due date and time.
