    As requested by the Collier County Emergency Management Division (hereinafter, the “Division or Department”), the Collier County Board of County Commissioners Procurement Services Division (hereinafter, “County”) has issued this Request for Proposals (hereinafter, “RFP”) with the intent of obtaining proposals from interested and qualified Proposers in accordance with the terms, conditions and specifications stated herein, in the Solicitation and/or attachments. The Proposers, at a minimum, must achieve the requirements of the Specifications, Scope of Services or Scope of Work stated herein. All references to “Proposer” are also referred to as “Consultant,” “Firm,” “Offeror,” “Contractor,” and “Vendor.

     

    The Collier County Emergency Management Division is seeking to award a pool of Proposers to provide a wide range of disaster or major emergency supplies, equipment, and personnel. The awarded contract may also be activated under other critical circumstances that do not involve a formal disaster declaration or local state of emergency, at the discretion of the County Manager or the Emergency Management Director. Examples include, but are not limited to, severe thunderstorms causing localized flooding, acts of mass violence, pandemics, or supply chain disruptions.


    This solicitation covers manpower support, supplies, equipment, and other disaster-related resources. The County reserves the right to seek multiple Proposers based on the Proposer’s availability, pricing, response times, and experience. Proposers may specialize in specific areas—for example, some may focus on skilled disaster manpower support, while others may excel in providing supplies, equipment, or base camp operations. A Proposer might not have expertise in all areas, such as supporting general or medical shelters or managing logistics. Therefore, the County aims to assign the most responsive, experienced, and cost-effective Proposers to roles that best match their strengths, whether in manpower or in the case of providing supplies, equipment, and base camp services as a specialty. The County reserves the right to choose or discount any Proposer that does not have enough submissions to warrant the overhead costs of the contractual efforts.


    The County strongly prefers to have direct, on-site points of contact, skilled in local Emergency Operations Center (EOC) operations, during disaster or emergency operations to facilitate coordination of readiness activities, tasking, deployment, daily operational and financial reporting, and demobilization efforts. Proposers who subcontract manpower, equipment, supplies, or other resources under this solicitation will be fully responsible for the turnkey performance and quality of their subproposer's work. Unless otherwise directed by the County, all reports—including financial documentation, activity logs, and equipment and personnel rosters—must be submitted daily following the National Incident Management System (NIMS), at a frequency required by the County that may include daily reports.

    Proposer(s) must be staffed on-site or remotely to provide the cost and event reporting necessary for accurate documentation to aid in the validation of payment for services and the County’s effort to seek reimbursement under FEMA, State, or Federal Guidelines of eligibility at the time of the event. Documentation may include but not be limited to: Cataloged and legible supplier receipts, date and time-stamped photographs, legible event logs, sign-in and sign-out sheets, validation of staging, set-up, operations, and demobilization efforts.
    Once awarded, the results of this solicitation may be used by other County Departments following the Board of County Commissioners' Procurement Ordinance. Local municipalities, Constitutional Officers, and independent taxing districts may request to use the resources covered under this solicitation by coordinating with the County’s Emergency Operations Center (EOC). The County Manager or their designee will determine whether to authorize the use of the awarded contract for a specific event or EOC mission. If approved, the requesting entity must reimburse the County directly.


    In most cases, the County will fund these efforts using disaster relief or reimbursement from various sources. FEMA funding/reimbursement may be used, in part, to support this procurement. Historically, County departments have spent approximately $1.2 million; however, this may not be indicative of future buying patterns.

    Background

    During periods of a declared State of Emergency, or other emergency or existential circumstances as directed by the County Manager or designee, including the Emergency Management Director (EOC Director) or designee. The County may require additional resources, including, but not limited to, supporting the operation of Logistical Staging Areas (LSAs), Commodity Points of Distribution sites (PODs), Community Shelters, Recovery Centers, and Emergency Worker Base Camps.

    Q (RFI – Alignment of Scope Intent and Appendix A Structure): The solicitation describes the intent to establish a pool of Proposers capable of providing a wide range of disaster or major emergency supplies, equipment, and personnel. Appendix A – Price Proposal is largely structured around logistical support, equipment rental, base camp operations, transportation, and commodity distribution categories. Please clarify whether the County intends this solicitation to primarily serve as a logistics and base-camp support vehicle, or whether the County also anticipates awarding firms whose core competency is operational disaster response and recovery services, even if those firms are not primarily equipment rental or large-scale logistics providers. If the County anticipates awarding firms that provide broader disaster response and recovery services beyond the primary logistical categories reflected in Appendix A, please advise how such services should be represented within the required pricing structure to ensure a responsive proposal.

    A: The County intends to establish a pool of qualified vendors to provide disaster or major emergency supplies, equipment, and personnel as described throughout the RFP. Appendix A – Price Proposal provides the required pricing structure for services anticipated under this solicitation. Proposers must submit pricing in accordance with Appendix A as issued. Vendors offering services within the overall scope of the RFP should submit pricing under the most appropriate categories provided in Appendix A and describe their additional capabilities within the technical proposal. No changes are being made to the pricing structure.

    Q (Marine Salvage): Hello, We offer emergency marine salvage services after hurricanes, storms etc... Would the services we offer qualify for this solicitation?

    A: This solicitation is intended to establish a pool of vendors capable of providing broad, scalable logistics and incident support services across multiple service categories identified in the RFP. While marine salvage may be a need in certain circumstances, vendors responding to this solicitation should demonstrate the ability to support a wider range of logistics and operational needs consistent with the overall scope.


    Q (Contract vs Sub Contract Capability): During the discussion in the pre-bid meeting, Collier County expressed interest in seeking a prime contractor to manage the full crisis event. Just to confirm, you are not considering individual subcontractors. We should reach out to prime contractors for this opportunity and regular procurement channels to work with Collier County.     A: This solicitation is structured as a multiple vendor award. The County may award contracts to multiple qualified firms. Each awarded firm would serve as the prime contractor under its contract with the County and would be fully responsible for the performance, coordination, documentation, and compliance of its team. Subcontractors may be included as part of a proposer’s team; however, the County will not contract directly with individual subcontractors under this solicitation.


    Q (Vendor WebEOC Access): During the Pre-Bid meeting The EM Director stated that the contractor would need to use WebEOC to submit reports and track resources for the County EOC. Question: Will the selected contractor/vendor be able to have a temporary login to the County WebEOC account in order to fulfill that request?

    A: When activated in support of the County EOC, the selected contractor/vendor may be provided appropriate WebEOC access to update resource status and support coordination activities.

    Q (Proposal Page Restriction): Page 26 states: Financial report documents are not included within page restrictions but should be limited as much as possible to five (5) pages.     A: The items described as “Diesel Pump” refer to diesel-powered pumps used for water or dewatering operations, such as flood response or pumping operations. They are not pumps intended for transferring diesel fuel.

    A: Vendors may submit questions regarding specific line items in Attachment A through the County’s procurement portal in accordance with the solicitation’s question submission procedures and to ensure fairness and transparency.


    Q (Financial Capacity): The Financial Capacity criteria lists the following requirement: "The Proposer must include a copy of the most recent annual financial report/annual audit, or independent certified audit, Dunn & Bradstreet report, or 10K or the most recent 10Q, if appropriate. Financial reports must include, at a minimum, a Balance Sheet, an Income Statement, and a Statement of Cash Flow. *Financial report documents are not included within page restrictions but should be limited as much as possible to five (5) pages." Is this a strict requirement that will make a bidder non-responsive if they do not provide audited financials with the requested Balance Sheet, IS, and Statement of CF? As a private company, we are not required to possess audited financials. If able, we can show strong financial capacity via past experience, references, and in other ways.

    A: Audited financial statements are not strictly required if they are not available. The intent of this section is for proposers to demonstrate financial capacity and stability sufficient to perform the scope of services. Proposers may submit other available financial documentation that demonstrates financial capacity.

    A: Collier County supports a fair and competitive procurement process that enables us to evaluate proposals based on effectiveness, efficiency and overall value rather than adherence to unnecessarily restrictive specifications. This promotes full and open competition, allowing offerors flexibility whether quoting based upon internal resources, market availability or qualified subcontractors. Some quantity estimates in the RFP may be inaccurate. Offerors are advised to carefully review all requirements and apply reasonable professional judgment when preparing their bids.


    Q (Contract Fees): The Solicitation mentions that prices shall remain firm for the initial term of the awarded agreement, which is 5 years. However, Section 9.6.1 states that Any requested fee/cost adjustments shall be fully documented and submitted to the County no less than ninety (90) days before the Contract’s second-anniversary date. Any approved fee adjustments shall become effective as of the anniversary date or upon Board approval. Can the County confirm that annual prices increases will be permitted in accordance with the U.S. Bureau of Labor Statistic, Consumer Price Index for the South Region?
