Management Services Organization / Administrative Services Organization

Sacramento County, Department of Health Services, Primary Health Services is seeking Letters of Interest (LOI) from Medi-Cal Managed Care Health Plans (MCP), Independent Provider Associations (IPA), or Management Services Organizations (MSO) (also may be referred to as an Administrative Service Organization (ASO)) to operate and manage Healthy Partners Program care delivery network.  While this request is for the Healthy Partners Program, it may include additional health services at a later date.

The Healthy Partners Program, established by the Sacramento County Board of Supervisors in FY 2015–16 and launched in January 2016, provides comprehensive primary and preventive care services for eligible undocumented Sacramento County residents. The program delivers integrated primary care, behavioral health, and basic diagnostic services through the Sacramento County Health Center, while certain services such as pregnancy and emergency care are covered through restricted-scope Medi-Cal.

A Management Services Organization (MSO) provides comprehensive operational and management support, such as staffing, billing, human resources, and compliance, allowing service providers to focus on delivering care. Similarly, an Administrative Services Organization (ASO) performs key administrative functions, including claims processing, billing, enrollment, and reporting, on behalf of another entity.
