    • Qualifications and Experience (25 pts)

      Responding firm is well established and has several years' experience in the recycling industry in Texas.

      Proposed MRF is a reasonable distance from City limits and has the capacity to accept the City's recyclables, MRF's days and hours of operation match the City's needs.

      MRF can process all of the materials in the City's recycling program and may have room for others.

      Sales revenues demonstrate that the Respondent is able to recover some revenues for the City.

    • Project Approach (30 pts)

      Proposed account team has a good amount of experience in the recycling industry.

      Communication methods and frequencies meet City's expectations.

      Method for determining if material is contaminated seems reasonable and should meet the City's needs.

      Marketing plan is present and suggests that the Respondent has a good strategy planned for maximizing revenues.

      Emergency plan/safety protocols are present and reasonable.

      Sample reports are easy to read and provide the data that the City needs.

      Implementation timeline is present and reasonable.

    • Proposed Fee Structure (30 pts)

      20 of the 30 cost points will be distributed based on the Respondent's revenue share proposal as submitted on the Price Worksheet in the "Vendor Questionnaire" section.

      The City will award up to 10 additional points for alternative fee proposals that would cap the City's monthly or yearly expenses.

    • References (10 pts)

      Reference feedback indicates strong customer service, good communication, and few change orders after award.

    • Value Added Services (5 pts)

      The City will award additional points to proposals that offer services not listed in the Scope of Work that could potentially increase efficiency and/or revenues for the City.
